Dr. Tran Xuan Luong - Deputy Director of the Vietnam Institute for Real Estate Market Research said that in the context of rapid urbanization, the increasing demand for infrastructure and economic development has made land acquisition popular. However, the core point of the new land policy is not only compensation in accordance with regulations but also aimed at ensuring that people have a new place of residence equal to or better than the old place of residence, while creating a foundation for long-term career establishment.
Dr. Tran Xuan Luong analyzed that Clause 2, Article 108 of the 2024 Land Law stipulates that "other levels of support" are a humane approach. Previously, the main support items were listed such as stabilization support, vocational training support, job search, etc., so special cases outside the prescribed framework were very difficult to resolve.
Clause 2, Article 108 of the 2024 Land Law and Clause 1, Article 10 of Decree 151/2025/ND-CP stipulate that bottlenecks in land recovery have been removed, helping people whose land has been recovered to ensure housing, stability in life and production.
Accordingly, the People's Committee at the commune level has the authority to decide to apply other support levels in addition to the prescribed support levels, to ensure accommodation and production conditions for people whose land is recovered. The addition of an open mechanism helps localities proactively build policies according to each situation and group of subjects for each specific project, said Dr. Tran Xuan Luong.

Dr. Tran Xuan Luong cited that people whose agricultural land was recovered but are old and have difficulty in converting to a job can receive additional support to ensure social security; families with limited capital can receive preferential loans; children in the family can be supported to learn a trade. Thanks to that, the "other level of support" policy is expected to create more favorable conditions for people to truly settle down, thereby stabilizing their lives and continuing to start a business.
Dr. Tran Xuan Luong emphasized that the biggest goal of the 2024 Land Law is to ensure the substantial rights of the people. The regulation on "other levels of support" is an important piece in the overall policy, not only stopping at financial support but also a tool for the State and people to build a new, more stable, civilized and safer life. When people settle down, they can rest assured to develop the economy, contribute to the community and the overall development of the locality. Flexible support policies therefore have long-term significance, spreading the spirit of humanity in the development process.
However, Dr. Tran Xuan Luong also noted that the application of the regulation on "other support levels" needs to come with a transparent, public mechanism and clear criteria to avoid arising lawsuits. For each project, the People's Committees at the commune level should develop a set of criteria to assess the circumstances of each household and publicize the level of support so that people can easily monitor and supervise. At the same time, it is necessary to ensure consistency in a project, avoid differences that cause comparisons, and enhance dialogue between the government and the people before deciding. When these stages are well implemented, the regulation of "other support levels" will maximize effectiveness.
