According to the reporter of Lao Dong Newspaper on April 8, the essential infrastructure project to stabilize the lives of residents in Ward 8 and Phu Hung Commune (hereinafter referred to as the D5 road project) Phase 2 is still stuck with land clearance.
Mr. Nguyen Van Tron - Project Construction Commander - said that due to land clearance problems, the implementation of this project has encountered many difficulties. Currently, when the site clearance unit hands over the clean site, the construction unit will do so.
"When the site has not been fully handed over, workers are forced to divide the construction area into smaller areas. They will focus on working in sections with cleared land, implementing each section instead of working continuously from start to finish as originally planned, said Mr. Tron.
Talking to the Lao Dong Newspaper reporter on the lunch on 8.4, a leader of the Management Board of the Investment Project Construction of Agricultural works and rural development in Ben Tre province said that the D5 road project phase 2 is entangled with 28 households. The handover of the ground is not continuous and slow, affecting the project construction progress. Up to now, the construction volume is only over 50%. If in June 2025 and Ben Tre City has not handed over the ground, this project may not be completed in accordance with the planned schedule.

As a household affected by the project, Ms. Nguyen Truong Lan Duyen (residing in Quarter 1, Ward 8, Ben Tre City, Ben Tre Province) said that the total compensation for her agricultural land area is more than 527 million VND. The Ben Tre City Land Fund Development Center informed that houses built on agricultural land will not be compensated.
"Currently, I no longer have land, my family has 4 members. With such a total compensation, how can my family have enough to buy land and rebuild a house? Therefore, I hope that the authorities of Ben Tre City will consider buying a resettlement plot and have a support policy to rebuild the house and stabilize life," said Ms. Duyen.
Similarly, Ms. Doan Thi Kieu Oanh (residing in Ward 8, Ben Tre City, Ben Tre Province) said that her family has more than 70% of the reclaimed land area. She hopes that the authorities will consider buying resettlement land and provide support so that the total compensation and support amount is enough to rebuild the house.
Talking to Lao Dong Newspaper reporters over the same phone, a leader of the Land Fund Development Center of Ben Tre City (Ben Tre Province) - said that there are still 28 households affected by the D5 road project, phase 2, that have not yet handed over the site.
According to the leader of the Ben Tre City Land Fund Development Center, households building works on agricultural land are not eligible for compensation according to the provisions of the law on land. In addition, the locality has not yet handed over resettlement land to the people. These are 2 reasons why households have not yet handed over the site for construction.
Although the People's Committee of Ben Tre City has sent a document to the People's Committee of Ben Tre Province asking for approval to resolve the above two issues, up to now, the Provincial People's Committee has not yet issued an official response document, so the site clearance work is still at a standstill.
The essential infrastructure project to stabilize the lives of residents in Ward 8 and Phu Hung Commune (Ben Tre City, Ben Tre Province) Phase 2 affects 86 households. This project is invested by the Ben Tre Provincial Project Management Board for Investment in Construction of Agricultural Works and Rural Development.
The project implementation location includes Ward 8 and Phu Hung Commune. The project has a starting point adjacent to Phu Hung roundabout (Nguyen Thi Dinh street and Huynh Tan Phat street), the end of the route connects to Nguyen Dinh Chieu street, with a length of more than 1.6 km, a road surface of 7.75 m wide. The total investment is more than 206.3 billion VND, the implementation period is from 2021 to 2025.
