1. The agency with the function of advising the Minister of Natural Resources and Environment on state management of establishing and adjusting cadastral records, land registration, and granting Certificates is responsible for:
a) Develop anti-counterfeit elements (security features) on the blank Certificate of land use rights and ownership of assets attached to land; organize the printing and issuance of blank Certificates of land use rights and ownership of assets attached to land for use by the Land Registration Office under the Department of Natural Resources and Environment in the locality;
b) Establish, manage and monitor the issuance of blank Certificates of land use rights and ownership of assets attached to land;
c) Inspect and guide the management and use of blank Land Use Right Certificates and Property Ownership Certificates attached to local land;
d) Post on the electronic information portal the issue number of the lost Certificate blank that is no longer valid as notified by the Department of Natural Resources and Environment as prescribed in Point d, Clause 2 of this Article.
2. The Department of Natural Resources and Environment is responsible for:
a) Direct the preparation and synthesis of plans for using blank land use right certificates and property ownership rights attached to land of localities and send them to the competent agency to advise the Minister of Natural Resources and Environment on state management of preparation, adjustment of cadastral records, land registration, and issuance of certificates before October 31 every year;
b) Inspect and guide the management and use of blank Land Use Right Certificates and Property Ownership Certificates attached to local land;
c) Annually, organize the destruction of blank Certificates of land use rights, ownership of assets attached to land, and damaged printed or written Certificates according to the provisions of law on archiving;
d) Notify the issuance number of the blank Certificate of land use rights and ownership of assets attached to the lost land after receiving the report of the Land Registration Office to the competent agency advising the Minister of Natural Resources and Environment on state management of establishing and adjusting cadastral records, land registration, granting Certificates, the Department of Natural Resources and Environment, the Department of Justice, the Public Security of provinces and centrally-run cities and post it on the local electronic information portal;
d) Periodically report on the status of receiving, managing and using blank land use right certificates and property ownership rights attached to land of the locality to the agency with the function of advising the Minister of Natural Resources and Environment on state management of establishing and adjusting cadastral records, land registration and granting of certificates before December 25 every year.
3. The Land Registration Office under the Department of Natural Resources and Environment is responsible for:
a) Prepare a plan for using the blank Certificate of land use rights and ownership of assets attached to land and send it to the Department of Natural Resources and Environment before October 20 every year;
b) Receive, issue, and transfer blank Certificates of land use rights and ownership of assets attached to land to agencies that print Certificates according to regulations; manage and monitor the receipt, issuance, and transfer of blank Certificates of land use rights and ownership of assets attached to land that have been issued to localities;
c) Regularly self-check the management and use of blank Land Use Right Certificates and Property Ownership Certificates attached to land, ensuring consistency between the quantity received and the quantity being monitored and managed;
d) Annually collect damaged blanks of Land Use Rights Certificates, Property Ownership Certificates attached to land, and printed or written Certificates and send them to the Department of Natural Resources and Environment for destruction;
d) In case of discovering that the blank Certificate of land use rights or ownership of assets attached to land is lost, report to the Department of Natural Resources and Environment;
e) Report on the status of receiving, managing and using blank Land Use Right Certificates and Property Ownership Certificates attached to land to the Department of Natural Resources and Environment every 6 months before June 20 and every year before December 20;
g) Report on the number of blank Certificates of land use rights and ownership of assets attached to land received, the number of blanks used and unused to the competent agency to advise the Minister of Natural Resources and Environment on state management of establishing and adjusting cadastral records, land registration, and granting Certificates upon receiving blank Certificates.
4. Technical specifications of raw paper for printing blanks of Land Use Rights Certificates and Property Ownership Certificates attached to land according to the form in Appendix No. 02 issued with this Circular.

Contents and form of the logbook for monitoring the issuance of blank Certificates of land use rights and ownership of assets attached to land; the logbook for monitoring the receipt, issuance and use of blank Certificates of land use rights and ownership of assets attached to land; Report on the status of receiving, managing and using blank Certificates of land use rights and ownership of assets attached to land according to the form in Appendix No. 01 issued with this Circular.
