On January 21, information from the Office of the People's Committee of Nghe An province said that Chairman of the People's Committee of Nghe An province Le Hong Vinh has just chaired a meeting to resolve complaints about compensation, support, and site clearance for the project to upgrade and expand National Highway 1A through Cau Giat town, Quynh Luu district of 7 households affected by the project.
7 households residing in Cau Giat town filed a complaint, requesting compensation and support for the land area within 13.5m according to the GPMB measurement map of the project in 2014. The households said that the area within 13.5m is their legal residential land, which was used continuously before December 21, 1982 (the time of promulgation of Decree 203-HDBT on promulgating the Road Protection Regulations); when implementing the PMU1 project in 1994 - 1996, the State only compensated the people for their property and requested clearance but there was no decision to reclaim the land and no compensation for the land was made.
In 2014, when the State implemented the National Highway 1A Upgrade and Expansion Project, it measured, extracted and cleared this area. The households requested compensation for the affected area according to regulations.
Quynh Luu District People's Committee issued Decisions to resolve the initial complaints and concluded that the households' complaints were wrong; 7 households have complained to the Provincial People's Committee.
At the meeting, Mr. Le Hong Vinh - Chairman of Nghe An Provincial People's Committee - concluded that the content of the complaint of 7 households residing in Cau Giat town that Quynh Luu District People's Committee has not yet established a compensation and support plan for the affected land area within the 13.5m land acquisition area (calculated from the center of the old National Highway 1A) when implementing the project to upgrade and expand National Highway 1A has been verified and clearly concluded by the Provincial Inspectorate's Interdisciplinary Working Group.
On that basis, he directed the Chairman of the People's Committee of Quynh Luu district to cancel the first complaint settlement decision; accurately determine the land area for compensation and support for households.
Nearly 1,300 billion VND allocated to pay compensation costs
At the 6th Session taking place in October-November 2023, the 15th National Assembly agreed to add 1,275 billion VND in investment expenditure for Nghe An province from the increased central budget revenue in 2022 to resolve compensation for site clearance of National Highway 1A expansion projects through Nghe An province under the central budget tasks arising after these projects are finalized.
Immediately afterwards, the Prime Minister issued Decision 1702 dated December 27, 2023 on assigning the estimate and plan for investment of the central budget capital in 2023 from the source of increased central budget revenue in 2022 to the People's Committee of Nghe An province.
Nghe An Provincial People's Committee has allocated 1,275 billion VND to localities including Vinh City (21,912 billion VND), Hoang Mai Town (618,017 billion VND), Dien Chau District (512,299 billion VND), Quynh Luu District (122,772 billion VND) to pay for cases affected by the National Highway 1A expansion and upgrading project. However, due to some difficulties, especially determining the origin of the land to complete legal procedures, it is estimated that by the end of 2024, the above funds will not be fully disbursed.
Nghe An Provincial People's Committee reported to the Central ministries and branches to submit to the National Assembly the disbursement commitment data in 2024 (more than 695 billion VND) and proposed to allow the extension of disbursement of the remaining funds (579,306 billion VND) in 2025, which was approved by the National Assembly.
“The Provincial People's Committee has identified resolving complaints and difficulties in disbursing funds for site clearance and compensation for the National Highway 1A upgrade and expansion project as one of the key tasks in 2025 and has a plan and roadmap for completion, in order to ensure the rights of the people in accordance with the provisions of law,” affirmed Chairman of the Nghe An Provincial People's Committee Le Hong Vinh.
