On December 8, a source from Lao Dong Newspaper said that the Standing Committee of the Quang Tri Provincial Party Committee has just issued a directive requesting to strengthen the Party's leadership in bidding and auctioning in the province.
According to the Directive, the bidding and auction work in Quang Tri has recently achieved many positive results, contributing to the transparency of the investment environment, improving the efficiency of the use of public assets and land resources.
However, many limitations still exist such as: the mechanism for supervision and coordination between agencies and units in managing bidding and auction activities is not strict; many contractors after winning the bid cannot do the work due to lack of experience and capacity, greatly affecting the progress of implementation and disbursement of works and projects; there is the phenomenon of collusion in "inflating prices", winning auctions at unusually high winning prices in land use rights and mineral exploitation rights auctions, causing market disruption, negatively affecting the housing and real estate market and the investment and business environment in the province.
The Provincial Party Standing Committee requested Party committees at all levels, authorities, agencies and units to increase responsibility, tighten inspection, supervision and audit work to promptly detect and handle violations.
The Directive emphasizes many key groups of tasks, including: Strictly implementing the Central's directives on bidding and auction; ensuring publicity, transparency, avoiding budget losses.
Strengthen propaganda, dissemination, dissemination and implementation of legal regulations on bidding and auction to each agency, organization, unit, enterprise, individual (clerical, party member, civil servant, public employee, worker); regularly update newly issued regulations, amendments and adjustments, such as: Law on Bidding, Law on Property Auction and related Decrees, Circulars, and guiding documents to improve the effectiveness of consulting on bidding and auction in the province.
Actively research, review, and detect problems and inadequacies in the application of legal documents related to bidding and auction activities to propose competent authorities to remove, amend, and improve the effectiveness of law enforcement in the province.
The Provincial Party Standing Committee requested the Provincial People's Committee to direct relevant departments and branches such as Finance, Construction, Justice, etc. to strengthen inspection of law enforcement, remove difficulties and strictly handle violations.
As reported by Lao Dong Newspaper, many land auctions have recently taken place in Quang Tri province. There are many lots that have been auctioned up nearly 4 times compared to the starting price.
