In the presentation that the Ministry of Finance just sent to the Ministry of Home Affairs, it was clearly stated that after the merger, the number of redundant land and housing establishments that need to be further processed is 7,387 establishments.

The Ministry of Home Affairs has received a presentation "Some results of implementing solutions to remove difficulties in financial - budget management and public asset management in the process of implementing the 2-level local government model" from the Ministry of Finance.

Regarding supporting funding for arranging provincial-level and commune-level administrative units and ensuring the foundation and quality of implementing the 2-level local government model, based on the direction of Party and State Leaders, the Ministry of Finance has submitted and the Prime Minister has decided to add 10,321.5 billion VND targeted from the central budget to localities to support the arrangement of provincial-level and commune-level administrative units and ensure the foundation and quality to serve the arrangement, organization of apparatus, administrative units and build a 2-level local government model.

According to the Ministry of Finance, implementing Resolution No. 57-NQ/TW of the Politburo, Plan No. 02-KH/BCD of the Central Steering Committee for Science and Technology Innovation and Digital Transformation, the Ministry of Finance has submitted and the Prime Minister has supplemented for localities 1,282 billion VND to implement science and technology, innovation and digital transformation projects and 22.2 billion VND to digitize archival materials.

Regarding the funding for implementing Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP, based on the proposals of Ministries, central agencies and localities, the Ministry of Finance has submitted to the Government and the Prime Minister to supplement from the central budget source 118,234.2 billion VND for 34 Ministries and central agencies (74.008.8 billion VND) and 23 localities after arranging provincial-level administrative units (44.173.4 billion VND).

The total amount of funds disbursed by the end of October 14, 2025 according to Conclusion No. 195-KL/TW of the Politburo and the Secretariat is 171.6 trillion VND for 145,956 subjects.

For the block of ministries and central agencies, the cost paid was 73 trillion VND for 47,033 subjects; for the local block, the cost paid was 98.6 trillion VND for 98,923 subjects.

As of December 19th, the handling of 18,097 houses and land facilities has been completed; of which: 509 facilities are allocated for health; 2,547 facilities are allocated for education and training; 1,650 facilities are allocated for sports;

Arranged for other public purposes: 249 establishments; arranged as headquarters, operating facilities for 7,870 establishments.

The number of redundant land and housing facilities that need to be further processed is 7,387 facilities.

In addition, to date, 3,232 commune-level administrative units (97.32%) have been equipped with cars for work; only 89 commune-level administrative units (2.68%) have not been equipped with cars for work.

Currently, localities have all allocated funds to implement the purchase of cars for communes that are still lacking. 100% of commune-level administrative units reported that they have been fully equipped with machinery and equipment for work.
