Accordingly, considering the proposal of Truong Thanh Vietnam Group Joint Stock Company in the document dated November 24, 2025 on requesting to re-lease surplus public housing and land facilities after merging administrative units; the proposal of the Department of Finance in the Official Dispatch dated December 10, 2025 on leasing surplus housing and land facilities, Vice Chairman of Bac Ninh Provincial People's Committee Ngo Tan Phuong gave the following opinion:
It is requested that Truong Thanh Vietnam Group Joint Stock Company contact and coordinate with the Bac Ninh Provincial Land Fund Development Center and affiliated Branches to survey surplus land and housing facilities under management and complete dossiers and procedures for leasing assets to serve the Company's operations according to regulations.
The Provincial Land Fund Development Center and Branches guide Truong Thanh Vietnam Group Joint Stock Company and units in need of order and procedures for renting surplus headquarters in accordance with legal regulations.
According to statistics from functional sectors of Bac Ninh province, as of mid-December 2025, there are still 142 redundant headquarters in the province after the merger.
According to statistics from the Ministry of Finance, to date, 8 localities across the country have completed the handling of all redundant houses and land after arranging and streamlining the apparatus according to the two-level local government model.
Across the country, nearly 20,000 redundant house and land headquarters have been handled, contributing to the effective use of public resources.
In the total number of headquarters that have been handled, 4,538 facilities have been arranged as working headquarters; 3,401 facilities serve professional activities. Notably, 5,320 facilities have been converted to public use purposes such as health, education, culture - sports. The rest are assigned to land fund development centers and housing business organizations for management and exploitation in accordance with regulations.
