On June 27, Phu Nghia Commune People's Committee (Hanoi) held a Conference to approve the Plan for coercive land recovery for cases of land recovery that have not received compensation and support money and have not handed over the site for the National Highway 6 expansion project, Ba La - Xuan Mai section in Yen Kien Doi, Doi 2 and Phu Yen villages.
According to Phu Nghia Commune People's Committee, although it has been fully explained about policies, laws and the rights of people whose land is recovered, up to now, there are still 7 households that have not agreed with the compensation and support plan, have not handed over the land, affecting the project implementation progress.
At the conference, Mr. Le Anh Dung - Head of the Commune Economic Department presented the land recovery coercion plan, specifically reporting on the location of land plots, the current status of each case, the preparation of forces, vehicles, plans to ensure security and order, traffic safety, electricity, health and conditions serving coercion work.
Speaking at the conclusion of the conference, Mr. Nguyen Dinh Sy - Chairman of Phu Nghia Commune People's Committee agreed with the implementation plan, requesting units to urgently complete all dossiers and procedures according to regulations; unify the time and location of force gathering and assign specific tasks to each agency, unit, and individual participating in the implementation.
The mobilization of forces, vehicles and funds must be calculated in accordance with the actual situation, ensuring efficiency and in accordance with regulations.
The Chairman of Phu Nghia Commune People's Committee requested to focus on definitively resolving complaints in accordance with legal procedures, ensuring complete and tight dossiers; speeding up the resolution progress while still ensuring the legitimate rights and interests of citizens. The Commune Police continues to firmly grasp the security situation at the grassroots level, ensuring absolute safety in the process of organization and implementation.
For relevant units, assign the Hanoi Traffic Construction Investment Project Management Board to coordinate in preparing sufficient manpower and vehicles to serve coercion; traffic forces to develop scientific traffic diversion and regulation plans to avoid congestion and ensure safety for people; electricity, health, military and functional forces to proactively develop coordination plans according to assigned functions and tasks.
Mr. Nguyen Dinh Sy also emphasized the request for the Vietnam Fatherland Front Committee of the commune, socio-political organizations, Party committees, and village authorities to continue to promote propaganda, mobilization, and dialogue with households before the time of organizing coercion, creating consensus, and minimizing the application of coercive measures. At the same time, each force must develop plans and detailed scenarios, clearly assign people and tasks, and be ready to handle arising situations, not to let passivity and surprise occur.
The approval of the coercion plan is an important preparation step to ensure that site clearance work is implemented in accordance with the law, contributing to accelerating the progress of the Project to renovate and upgrade National Highway 6, Ba La - Xuan Mai section.
The project to renovate and upgrade National Highway 6, Ba La - Xuan Mai section, started at the end of 2022 with a route length of 21.7 km (excluding the section through Chuong My ward from Km19+920 to Km22+220).
The total investment of the project is over 9,590 billion VND, implemented in the 2022-2027 period. When completed, the road will have a cross-section of 50-60 m.
