In the telegram, the Prime Minister requested to continue to strictly and effectively implement the tasks and solutions that have been directed by the Government and the Prime Minister in resolutions, directives, decisions, telegrams... related to removing obstacles and promoting the safe, healthy and sustainable development of the real estate market; promote communication, publicize and transparently provide information related to housing and the real estate market to ensure timeliness, completeness and accuracy; at the same time, strengthen control and strictly and effectively censor inaccurate and unofficial social information channels that can have negative impacts on the psychology of the people, investors, customers and the market.
The Minister of Construction shall preside over and coordinate with the Ministry of Natural Resources and Environment and relevant ministries and branches to study and propose a pilot project on the model of "Real estate and land use rights transaction center managed by the State", aiming at electronic transactions to improve management efficiency and enhance the publicity and transparency of real estate transactions in the market; report to the Prime Minister in the second quarter of 2025.
Coordinate with the Ministry of Public Security to update, complete, and operate the national database system on housing and real estate market connected to the national database on population, notarization, land, investment, construction activities... to ensure regular and timely reflection and update of the legal status of projects, real estates eligible for business, real estate inventories; on real estate transactions; to be completed in 2025.
Direct and coordinate with the Ministry of Public Security and People's Committees of provinces and centrally-run cities to inspect, examine and review real estate business activities of enterprises, investors, real estate trading floors and real estate brokers in the area.
Speaking with Lao Dong, Dr. Nguyen Van Dinh - Vice President of the Vietnam Real Estate Association - emphasized that state management agencies and local authorities need to take strong action against projects that "hold" land for speculative purposes, but have been abandoned for many years without being put into exploitation and use through specific consideration and assessment of subjective and objective causes. For projects with sufficient capacity to implement, a mechanism should be created to continue implementation. On the contrary, they should resolutely reclaim the land to hand over to other investors.
The Penal Code also clearly stipulates the handling of acts of price manipulation, price inflation, and price hikes in real estate business, which must be strictly implemented to promptly correct violations.

- To stabilize real estate prices and limit rapid and sudden increases, the most important thing is to prevent speculation and price inflation.
