According to the decision of Hanoi People's Committee, Long Bien Investment Joint Stock Company is leased 64,562 m2 of land (phase 2) in Phuc Dong ward (Long Bien district, Hanoi) to implement the investment project to build Long Bien golf course and services, this is an auxiliary item of Him Lam Long Bien ecological villa for rent.
This land area includes more than 3,891 m2 of national defense land that has been recovered by the District People's Committee and 60,671 m2 of agricultural land of households, individuals and public land managed by the Ward People's Committee. The Long Bien District People's Committee confirmed the completion of site clearance.
Long Bien Investment Joint Stock Company is allowed to use the above land area along with more than 9,000 m2 of land (already leased by the City People's Committee) and more than 1,500 m2 of defense land belonging to the land of Brigade 918 managed by the Surveying and Mapping Company Limited - General Staff to implement the project.
The form of land use is that the State leases land and collects the money in one go. The land lease term is 50 years from June 4, 2014. The method of land allocation is land allocation without auctioning land use rights, bidding to select investors to implement the project.
The Hanoi People's Committee assigned the Department of Natural Resources and Environment to determine land rents in accordance with regulations, within authority, ensuring strictness, no negativity, no loss or waste of state assets.
At the same time, hand over land on site, sign land lease contracts and issue certificates of land use rights, house ownership rights and other assets attached to the land according to regulations.
Long Bien District People's Committee will be responsible for determining the origin of land use, approving compensation and resettlement support plans; issuing land recovery decisions, and confirming the completion of site clearance for the project.
The Hanoi People's Committee also requires that within 12 consecutive months from the date of receiving the land handover on site, Long Bien Investment Joint Stock Company must put the land into use. If the land is not put into use or the land use progress is 24 months behind schedule, the enterprise will be granted a 24-month extension of land use.
If the extension period expires and the company still has not put the land into use or uses the land in violation of regulations, the Hanoi People's Committee will reclaim the land without compensation for the land, assets attached to the land and remaining investment costs on the land.
According to research, the Long Bien golf course and service project has a total area of over 119 hectares according to the detailed planning 1/500 approved since 2012. The project complex also includes the Him Lam Long Bien Ecological Housing Urban Area for rent with a scale of 7.7 hectares.
