Reward for households with agricultural land that has been recovered and handed over on schedule
Chairman of Hanoi People's Committee Vu Dai Thang has just issued Decision No. 10/2026 dated January 18 on amending and supplementing a number of articles of Decision No. 56/2024 dated September 6, 2024 regulating compensation, support and resettlement when the State recovers land.
Decision to supplement Clause 2, Article 6 as follows: Houses and works partially cut and demolished but the remaining part still ensures usability, in addition to being compensated for the area of houses and works that must be demolished to the cut-and-break limit according to the plan, are also compensated additionally for the houses and works affected by cut-and-break according to the following regulations:
For reinforced concrete framed houses or steel frame structures, the additional compensated floor area is calculated from the planned cutting boundary to the nearest load-bearing structure frame.
For brick structure houses that are partially cut, the construction floor area is compensated additionally by the width of the facade of the house before cutting multiplied by a depth of 1m and multiplied by the number of floors of the house being cut.
For houses and works that are partially cut and demolished, in addition to compensation according to regulations, the frontage of houses and works is also compensated back.

Article 17 is amended and supplemented in the direction of clearly stipulating the arrangement of temporary residence and housing rental support in the waiting period for resettlement.
Accordingly, people with residential land acquired during the waiting period for resettlement are allocated temporary residence to the state-owned housing fund. In case of self-sufficiency in temporary residence, they are supported with temporary residence rent during the waiting period for resettlement with a level of 2,500,000 VND/person actually living at the land acquisition site/month; or 5,000,000 VND/single household/month. However, the support level does not exceed 15,000,000 VND/recovered residential land plot/month.
Decision amending Article 18 as follows: For agricultural land users who are households and individuals, who are eligible for land compensation according to regulations, have received compensation, support, and handover of land on schedule, they are rewarded 10,000 VND/m2, but not exceeding 10,000,000 VND/land user;
For users of houses, residential land or non-agricultural production and business land who are households or individuals: In case of being completely or partially recovered land, but having to demolish all houses or entire workshops and works serving production and business, they are rewarded as follows:
30,000,000 VND/house and land user for cases of moving and handing over land 16 days or more before the prescribed date;
20,000,000 VND/house and land user for cases of moving and handing over land before the prescribed date within 15 days;
10,000,000 VND/house and land user for cases of moving and handing over land on the prescribed date.
In case a part of the land is recovered without having to demolish the entire house or construction, a bonus is awarded according to the following regulations:
15,000,000 VND/house and land user for cases of moving and handing over land 16 days or more before the prescribed date;
10,000,000 VND/house and land user for cases of moving and handing over land before the prescribed date within 15 days;
5,000,000 VND/house and land user for cases of moving and handing over land on the prescribed date.
For economic organizations handing over land on schedule as prescribed: Be rewarded 10,000 VND/m2 of land with factory and work house construction being recovered, but not exceeding 500,000,000 VND/organization and not less than 10,000,000 VND/organization.
Many support policies
Decision to supplement Article 18a for other support as follows: In case of using agricultural land that meets the conditions for compensation, which has automatically changed the purpose of use for housing, construction of non-agricultural production and business works, construction of commercial and service works:
Support is equal to 50% (for land use purpose conversion before October 15, 1993); 40% (for land use purpose conversion from October 15, 1993 to before July 1, 2004); 20% (for land use purpose conversion from July 1, 2004 to before July 1, 2014). Land price according to the price list for self-relocated land type at the time of approval of the compensation and resettlement support plan, the area supported is the construction area but does not exceed the maximum residential land allocation limit in the locality.
Support for garden, pond, agricultural land in the same residential land plot or land originating from garden, pond land that has been separated from the residential land plot: Support equal to 50% of the residential land price according to the price list, the area supported does not exceed the maximum residential land allocation limit in the locality.
Support for stabilizing life for households and individuals whose agricultural land area is recovered less than 30% of the compensated area: Calculated in cash equivalent to 30kg of rice/month for one person according to the price announced annually by the Department of Agriculture and Environment; the maximum support period is 3 months, paid once when implementing the payment of compensation and support money.
Support for illegal construction works on land that meet the conditions for compensation: Support equal to 50% of the compensation level according to regulations, the area supported does not exceed the maximum land allocation limit in the locality.
Support for crops and livestock that cannot be relocated on agricultural land that meets compensation conditions and has self-converted crop structure:
Support equal to 80% of the compensation and support level for crops (or aquatic livestock) on land located in the area planned for crop structure conversion but not yet completed the conversion procedures according to regulations;
Support equal to 50% of the compensation and support level for crops (or aquatic livestock) on agricultural land not located in the area planned for crop structure conversion.
