The Ministry of Agriculture and Environment has just issued Decision 2304/QD-BNNMT on the announcement of administrative procedures in the field of land under the state management functions of the Ministry of Agriculture and Environment.
Procedures for providing information and land data from 1.7.2025
Step 1: Organizations and individuals who need to exploit information and land data must submit a request form or send a request document to the Public Administration Service Center or the Land Registration Office or a Branch of the Land Registration Office.
Step 2: Application receiving agency
- Check the validity of the request form or request document and issue a dossier receipt and appoint a return date.
In case the request form or request document is invalid, the dossier with the Supplementary and Complete Request Form shall be returned to the organization or individual who needs to exploit information and land data for adjustment and completion according to regulations.
- In case the Public Administration Service Center receives the dossier, the dossier shall be transferred to the Land Registration Office, Branch of the Land Registration Office (hereinafter referred to as the Land Information and Data Provision Agency).
For localities that have not yet built a land database, it will be transferred to the Land Registration Office, the People's Committee at the commune level to provide information and land data from cadastral records according to the cadastral records management decentralization.
Step 3: Receive, process and notify fees, product prices, and services for providing land information
The agency providing information and land data receives, processes and notifies fees, product and service prices to provide land information (if any) to organizations and individuals. In case of refusal to provide information and data, the reasons must be clearly stated and the requested organization or individual must be informed and respond to the request for information and land data within 02 working days from the date of receipt of the request.
Step 4: Pay fees and prices for products and services providing land information:
Organizations and individuals shall pay fees and prices for products and services providing land information according to the fee notice (if any).
Step 5: Provide information and land data as requested
The agency providing information and land data shall provide information and land data upon request.
Time to handle procedures for providing information and land data from July 1, 2025
- Deadline for receipt, processing and notification: during the working day, in case of refusal to provide information and data, the reasons must be clearly stated and responded to the organization or individual requesting information and land data within 2 working days from the date of receipt of the request.
- Deadline for returning results:
+ For information and data available in the national land database, it will be provided immediately on the working day. In case of receiving a request after 3:00 p.m., it will be provided on the next working day.
+ For information and data not available in the national land database, no later than 2 working days from the date of receipt of a valid request, the land information and data agency must provide information and data or send a notice of extension of the time of providing information and land data to the organization or individual requesting the provision of information and land data.
In case the agency providing information and land data needs more time to review, search, gather, synthesize, analyze or collect opinions from relevant agencies and units, the extension can be made but not exceeding 10 working days.
+ In case the agency providing information and land data and the organization or individual has a separate agreement on the exploitation and use of information and land data, the time for providing information and land data is determined according to the agreement.
