This is the content of Decision 3380/QD-BNNMT dated August 25, 2025 on the announcement of newly issued administrative procedures; amended and supplemented the land sector under the state management scope of the Ministry of Agriculture and Environment.
Accordingly, the procedures for implementing multi-purpose combined land use procedures and extending multi-purpose combined land use plans are as follows:
(1) Provincial administrative procedures
* In case of land use combined with commercial and service purposes
Step 1: The person requesting the application must submit the application to the Public Administration Service Center or the agency with the function of provincial land management...
When submitting the application, the land user can choose to submit a copy of the document and present the original to the officer receiving the application for inspection, comparison or submit the original document or submit a certified or certified copy of the document according to the provisions of the law on notarization and certification. In case of submitting the application online, the application must be digitized from the original or a certified and certified copy of the document.
In case the Public Administration Service Center receives the dossier, the dossier shall be transferred to the competent provincial land management agency.
Step 2: The provincial land management agency shall preside over and coordinate with relevant departments and branches to appraise the combined land use plan and submit it to the Chairman of the provincial People's Committee.
Step 3: The Chairman of the Provincial People's Committee approves or does not approve the combined land use plan; sends the dossier to the receiving agency to return to the person requesting it; in case of non-agreement, there must be a written response stating the reason.
* In case of extension of land use plan combined with commercial and service purposes:
Step 1: The person requesting an extension must send a written request to the Public Administration Service Center or a competent provincial-level land management agency 30 days before the combined land use period expires.
In case the Public Administration Service Center receives the dossier, the dossier shall be transferred to the competent provincial land management agency.
Step 2: The competent land management agency at the provincial level shall preside over and coordinate with relevant departments and branches to appraise and extend the land use plan in combination with submitting it to the Chairman of the Provincial People's Committee.
Step 3: The Chairman of the Provincial People's Committee approves or does not approve the extension of the combined land use plan; sends the dossier to the receiving agency to return to the person requesting it; in case of non-agreement, there must be a written response and a reason stated.
(2) Commune-level administrative procedures
* In case of land use combined with commercial and service purposes
Step 1: People who need to submit documents to the Public Administration Service Center or an agency with the function of managing land at the commune level...
