Trang Due 3 Industrial Park (IP) project is invested by Saigon - Hai Phong Industrial Park Joint Stock Company with a total investment of more than 8,094 billion VND, implemented in the communes of: An Lao, An Truong. In An Truong commune, as of December 2025, the locality has cleared 146.35 ha out of a total of 162.6 ha (reaching a rate of 90%). The total land area handed over to investors through 2 phases is 112.9 ha.
In An Lao commune alone, the project is implemented on an area of about 37.4 hectares. To date, the commune has completed site clearance of 26.55 hectares (reaching 71%), the remaining area is mainly agricultural land of 6 households that is still being mobilized, expected to be completed in January 2026. To ensure the progress of technical infrastructure works, An Truong Commune People's Committee proposed that the city soon clarify the source of funding for implementing resettlement areas to serve the project.
For the An Duong Industrial Park project (An Phong ward), the investor, Tham Viet Investment Co., Ltd., has been allocated land by the city, reaching 192.65 ha out of a total scale of 196.1 ha (equivalent to 98.24%). Currently, the project still has problems at 3.44 ha of land that has not been cleared.
In order to accelerate the progress, An Phong ward proposed that the City People's Committee consider extending the task of site clearance until the end of June 2026. At the same time, the locality proposed that the city allow the application of other support measures and allocate additional resettlement land funds for households that have lost a lot of land to ensure stable life after recovery.

After field inspection and listening to reports, Vice Chairman of the City People's Committee Le Trung Kien affirmed that these are key strategic projects to attract FDI capital and promote sustainable economic growth for Hai Phong in the coming period. The Vice Chairman directed localities to focus highly on definitively clearing the remaining problematic area in January 2026, especially prioritizing the method of mobilization and direct dialogue to create consensus, avoiding the emergence of public hotspots at the grassroots level.
The Department of Agriculture and Environment and the Department of Construction closely coordinate with localities to carefully review land funds and soon clarify the source of funding for the construction of resettlement areas, ensuring that people have stable living conditions after land handover. For households with special circumstances, the Vice Chairman requested to consider flexible application of support policies in accordance with legal regulations to ensure the highest rights for people. In parallel, investors must proactively allocate funds to ensure that compensation payments are made promptly, and not delay the progress of technical infrastructure construction.
