On the morning of June 10, the Kien An District Enforcement Board announced decisions on compulsory land recovery for Mr. Hoang Van S and his wife, Ms. Tran Thi O, who are implementing the Hanh Phuc Lake Flower Garden project. At the same time, seizure, inventory of assets, demolition of works in accordance with legal regulations and regulations, ensuring safety, security and order.
To implement the Hanh Phuc Lake Flower Garden Project, the District People's Committee has announced the land reclamation for an area of 43.6 m2 managed by the Tran Thanh Ngo Ward People's Committee, currently used by Mr. Hoang Van S's household. This is public land managed by the People's Committee of Tran Thanh Ngo Ward under plot No. 12-10, map sheet No. 301590-6(4) in residential group No. 9, Tran Thanh Ngo Ward. The district's authorities have repeatedly explained, propagated, and mobilized, but Mr. S's family does not agree with the compensation and support plan.

On May 14, 2025, the People's Committee issued Decision No. 1199/QD-UBND to reclaim land to implement the Hanh Phuc Lake Flower Garden Project. The leaders of the District People's Committee directly discussed and explained the compensation and support regimes and policies, and responded to the recommendations of households. However, Mr. Hoang Van S's family still did not agree, did not comply with the decision to reclaim the land, and did not hand over the site.
To ensure the project's progress, on June 5, 2025, the People's Committee of the district issued a decision to enforce land recovery for Mr. Hoang Van S's household implementing the Hanh Phuc Lake Flower Garden project.
Previously, on April 10, the People's Committee of Kien An District carried out compulsory land recovery for Hai Phong Housing Management and Trading Company Limited, which had 14 households renting houses in use within the land recovery boundary for the Hanh Phuc Lake Flower Garden project.
