After a field inspection and listening to reports and proposals, the Chairman of Hai Phong City People's Committee concluded: The Lao Cai - Hanoi - Hai Phong railway construction investment project is an important project, creating an important driving force for the socio-economic development of Hai Phong City.
In order to contribute to speeding up the project implementation, the City Council issued Resolution No. 07/NQ-HDND dated February 21, 2025 agreed on the policy of contributing funds from the city budget capital to implement the project through the city area of about VND 11,000 billion, of which nearly VND 6,000 billion carried out ground clearance work, the rest of the construction investment of Nam Do Son Railway Station and Nam Do Son Railway Station.
However, through inspection, in the project's site clearance work, people appeared to be constructing works, planting waiting and picking up trees to profit from compensation and support in some places such as: Quang Trung commune and Tan Vien commune, An Lao district; Huu Bang commune, Kien Thuy district.
To promptly prevent the above situation, the Chairman of the Hai Phong City People's Committee assigned the Department of Agriculture and Environment to preside over and work with relevant localities to determine the expected boundary of the project; complete the determination of boundary: in residential areas before May 20, on agricultural land and other land before May 30.
Department of Land Mapping of the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project, completed before May 30: guide and urge localities to carry out procedures to issue Land Acquisition notices immediately after having a land map of the project.
At the same time, direct the Land Registration Office and the branches of the District-level Land Registration Office to stop separating the Land Use Rights Certificates for households and individuals within the project implementation planning boundary from May 20.
Districts: An Lao, Kien Thuy, Duong Kinh, Do Son, Hai An, Cat Hai prepare materials to carry out the project's expected boundary placement in the field; complete the placement of boundary markers: in residential areas before May 20, on agricultural land and other land before May 30.
Localities manage boundaries, propagate and mobilize people and organizations to comply with regulations, do not rebuild works, plant trees for profit; promptly handle and terminate violations according to regulations. At the same time, take photos and film to record the current status of land use and works in the project direction at the time of the expected boundary markers.
Regarding compensation and support for site clearance, localities do not compensate or support households building works on agricultural land; do not compensate or support households growing trees on agricultural land after May 30.; do not compensate or support construction works and crops on residential land arising after May 20.
