At a meeting with leaders of the People's Committee of Can Tho City and departments and branches, Director of the Department of Agriculture and Environment Ngo Thai Chan said that many areas bordering the three old administrative units (Can Tho, Hau Giang, Soc Trang) are adjacent but have a large difference in land prices for compensation policies, causing difficulties in managing and implementing compensation and site clearance policies.
Mr. Chan cited: "Previously, there were 3 localities, now they have become one. The two communes next to the old locality grow coconuts and coconut trees on one side for 500,000 VND, the other side for 1 million VND, even 3 times".
Faced with this situation, the Department of Agriculture and Environment proposed that the People's Committee of Can Tho City allow continued use of the 3 old land price lists until December 31, 2025, while waiting for the construction of a new unified land price list. According to Mr. Chan, the construction of a new land price list will take about 6 - 7 months and will be submitted to the City People's Council for consideration and approval to take effect from January 1, 2026.
Legally, Mr. Ngo Thai Chan said that it is completely appropriate to continue applying legal documents, including land price lists and compensation policies of the three old localities. Pursuant to Point b, Clause 2, Article 54 of the Law amending and supplementing a number of articles of the Law on Promulgation of Legal Documents, effective from July 1, 2025, clearly stipulates: "In case many administrative units are merged into a new administrative unit of the same level, the legal documents of the People's Council, People's Committee, Chairman of the People's Committee of the merged administrative unit shall continue to be effective within the scope of that administrative unit until the People's Council, People's Committee, Chairman of the People's Committee of the new administrative unit issue an administrative document to decide on the application or cancellation of the legal documents of the People's Council, People's Committee, Chairman of the People's Committee of the merged administrative unit or issue a new legal document".
Based on that legal basis, the Department of Agriculture and Environment has submitted to the People's Committee of Can Tho City to continue submitting to the City People's Council for consideration and issuance of a resolution allowing the temporary use of 3 old land price lists and 3 old compensation policies.
Mr. Chan also added that up to now, at the 3 border locations between Can Tho, Soc Trang and the old Hau Giang, the agricultural and environmental sector has not recorded any projects passing by. Therefore, continuing to apply the old land price list and compensation policies in these areas has not caused conflict or problems.
According to Chairman of Can Tho City People's Committee Tran Van Lau, the construction of a unified land price list for the new Can Tho City will take at least 6 months.
