At Le Hong Phong Primary School, one of the flood avoidance points for storm No. 3 in Gia Vien ward, Hai Phong city, from 3:00 p.m. on July 21, the school began welcoming people to temporarily take a break during storm No. 3, mainly the elderly and lonely people in old apartment buildings and collective housing in the area.
According to Ms. Nguyen Thi Thu Huong - Principal of Le Hong Phong Primary School, based on the experience of storm No. 3 Yagi in 2024, the school quickly deployed the preparation of facilities to welcome people to take shelter from storm No. 3 Wipha, which is expected to make landfall in Hai Phong tonight. It is expected that about 80 people in Gia Vien ward, concentrated in the old Dong Quoc Binh apartment area and neighboring areas, will take shelter here tonight.
Hai Phong plans to evacuate and relocate people in dangerous areas during storms according to the disaster response plan according to the risk level of 6,668 households/19,701 people. The Chairman of the City People's Committee especially noted the organization of relocation of people from high-risk areas, especially old apartment buildings and important dyke areas such as Chi Linh, Co Thanh, Thanh Hai. Localities proactively mobilize people to voluntarily evacuate, prioritize the evacuation of the elderly and children before 6:00 p.m., and complete all evacuation work before 8:00 p.m. on July 21.



Noi Bai Airport has implemented many measures to prevent storm Wipha.
According to information from Noi Bai airport, since the afternoon of July 21, units at Noi Bai International Airport have simultaneously deployed Wipha storm prevention measures such as checking drainage systems, reinforcing outdoor equipment and vehicles, ensuring safety of the exploitation area and preparing 24/7 on-duty forces.
Noi Bai Airport said that the highest goal is absolute safety for people, vehicles and flight operations in all adverse weather situations.

Bac Ninh Secretary Nguyen Van Gau inspects the response to storm No. 3
On July 21, Mr. Nguyen Van Gau, member of the Party Central Committee, Secretary of the Bac Ninh Provincial Party Committee inspected the implementation of response to storm No. 3 in a number of key areas in the province including: Lang Son pumping station, Lang Son dike, Tu Mai pumping station and the left dike of Ba Tong bridge.

The Lang Son pumping station project (Tan An ward) is invested with a total capital of 265 billion VND.
The completion of the project will ensure proactive water supply to the Thuong River for more than 2.1 thousand hectares of wards and communes in the old Bac Giang city, including water supply for agriculture, industrial parks, urban areas, and residents according to the plan; combined with irrigation water supply for about 570 hectares of agricultural land, contributing to reducing flooding when heavy rain occurs.
According to the plan, the project will be constructed until October 2025, however, to serve drainage during the storm season, the units have focused on speeding up the progress.
Currently, the items have been basically completed. Inside the station, machinery and equipment have been installed, electricity is connected, and is ready for operation.
Tu Mai Pumping Station (Canh Thuy Ward) currently has 3 pumping units, with a total pumping station flow of 36,000 m3/hour.
The drainage basin is nearly 1.6 thousand hectares. Currently, the pumping station has not had to operate a buffer pump because the drainage is flowing automatically, the river water is lower than 30 cm.
To respond to storm No. 3, pumping stations have arranged human resources to operate on duty 24/7; regularly check and clear the flow in rainwater drainage channels and maintain equipment.
Through inspections of irrigation works serving drainage, Bac Ninh Provincial Party Secretary Nguyen Van Gau highly appreciated the efforts of localities and management units that have proactively repaired, upgraded, and promptly resolved incidents, ensured the safety of irrigation works, contributing to improving the ability to prevent and combat natural disasters during the rainy and stormy season.
Mr. Nguyen Van Gau requested units to send people on duty 24/24 hours, prepare plans with a proactive spirit; step up propaganda about the storm situation on information media for cadres and people to grasp.
Actively coordinating with the electricity industry to ensure electricity supply helps pumping stations operate continuously, without interruption during the rainy and stormy season.
At the destinations, the Secretary of the Bac Ninh Provincial Party Committee encouraged the on-duty forces; at the same time, he emphasized that the weather and natural disasters continue to have complicated developments, so agencies, units and localities need to closely follow the storm situation and river water levels to advise the provincial leaders to have timely instructions.
Previously, the Standing Committee of the Bac Ninh Provincial Party Committee issued Official Letter No. 94-CV/TU requesting members of the Standing Committee of the Provincial Party Committee, the Party Committee of the Provincial People's Committee, the Propaganda and Mass Mobilization Committee of the Provincial Party Committee, the Provincial Military Party Committee, the Provincial Police Party Committee, and Party Committees of communes and wards to urgently direct the response to storm No. 3 (Wipha).
Set up temporary shelters, prepare to evacuate people in border communes to prevent storms
On July 21, information from the People's Committee of Na Meo commune, Thanh Hoa province said that at the end of 2024, the hill area above the residential area, schools and the Cha Khot village cultural house were seriously eroded, damaging and deforming 12 houses. Many cracks also appeared on the hill, about 300m long.

The landslide situation has directly threatened the safety of the lives of 55 households with 220 people living in the village.
According to the representative of the People's Committee of Na Meo commune, after declaring an emergency situation in this area at the end of 2024, the people of Cha Khot village are still waiting to be arranged a resettlement area to stabilize their lives.
Given the complicated developments of storm No. 3, prolonged heavy rain, the risk of landslides in Cha Khot village is very high. Since July 20, the commune has assigned staff to directly go to the propaganda station, mobilize people to prepare necessities and essential items and be ready to move to a safe place when ordered.

At the same time, the commune organized forces to set up temporary shelters to serve the evacuation work in emergency situations. By the morning of July 21, the temporary shelter had been basically completed, meeting the temporary shelter needs of all people in Cha Khot village when landslides occurred.
Also according to the People's Committee of Na Meo commune, in addition to Cha Khot village, there are 2 locations at risk of landslides, affecting 16 households with 67 people. In addition, Son, Sa na, and Che Lau villages are at high risk of being isolated due to landslides.
Faced with the above situation, Na Meo commune has proactively developed specific plans for each natural disaster situation, while fully preparing forces, means, and logistics, ready to respond as quickly as possible to ensure the safety of the people.
Lam Dong: 30 houses have their roofs blown off
On the afternoon of July 21, the Department of Agriculture and Environment of Lam Dong province initially counted the damage caused by the impact of storm No. 3 and heavy rain with tornadoes and strong gusts of wind in the area from July 20 to the morning of July 21.
As of noon on July 21, the whole province has recorded 19 communes and wards with damage, estimated at about 3 billion VND.

According to the Department of Agriculture and Environment, on July 20 and early morning of July 21, due to the impact of storm No. 3 (storm Wipha), Lam Dong province had heavy rain accompanied by thunderstorms, whirlwinds, lightning and strong gusts of wind. Heavy rain accompanied by strong gusts of wind has caused many trees to fall and fall.

Many houses and greenhouses had their roofs blown off and damaged. A person in Phu Hai ward was injured due to being ethnically cut. 30 houses had their roofs blown off, 1 house was flooded. Rain and tornadoes also caused 11 electric poles to break. 2 cars damaged by fallen trees...

In the affected localities, forces have actively supported people in cleaning up and re-roofing. At the same time, the house was reinforced.

In Son My commune, commune leaders visited and gave some families with completely blown-off houses an initial support of 1 million VND/house.

The broken electric pole caused power outages in some areas. Lam Dong Electricity has urgently handled the incident, quickly restored the power grid and handled fallen trees.
Quang Tri deploys response to storm No. 3, ensuring safety in coastal areas
On the afternoon of July 21, the Border Guard Command of Quang Tri province informed that, in response to the complicated developments of storm No. 3, more than 8,100 local vessels and boats have safely anchored at the wharf, along with more than 25,100 workers.

The whole province of Quang Tri has a total of 8,267 vessels and boats. As of 3:00 p.m. on July 21, there were still 161 vehicles, along with nearly 700 workers operating at sea.
To respond to storm No. 3, the Standing Vice Chairman of the People's Committee of Hoang Nam province said that the province has issued a telegram, requesting coastal communes, especially Con Co island district, to coordinate with Border Guard, fisheries control and port authorities to promptly notify the storm's developments, instruct vehicles to proactively take shelter, and ensure safety for tourists on the island.
Communes and wards urgently inspect coastal areas, rivers and streams, low-lying areas, mineral exploitation areas, etc. to be ready to evacuate people and protect important works.
The Department of Agriculture and Environment directs the safety of dykes, reservoirs, agricultural and aquatic product production in the Summer-Autumn crop. The Department of Construction guides traffic assurance at flooded areas and promptly handles incidents.
Military forces and police are prepared with means and rescue forces to respond when there are emergency situations.
Thanh Hoa Border Guard helps fishermen prevent storm No. 3
To ensure safety against storm No. 3, the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Thanh Hoa province issued Official Dispatch No. 05 on the ban on the sea from 8:00 a.m. on July 21.

On July 20 and 21, the Thanh Hoa Provincial Border Guard sent working groups to the Border Guard stations to direct coordination in responding to the storm. In coastal areas, the Border Guard force coordinated with local authorities to urgently call on ships to take shelter from the storm. Officers and soldiers using boats and canoes reminded and asked ship owners and captains to anchor in the correct place.

Previously, on July 20, during the inspection of the response to storm No. 3, Mr. Nguyen Doan Anh - Secretary of the Thanh Hoa Provincial Party Committee - requested each locality and each sector to mobilize maximum forces, means and the entire political system to participate with the highest determination, in order to protect people's lives and property and minimize damage.
Mr. Nguyen Doan Anh emphasized that localities need to develop a natural disaster prevention and control plan according to the "four on-site" motto; immediately improve and establish a Command Committee for Natural Disaster Prevention and Control and Search and Rescue at the commune level.
Coastal communes must strictly count and monitor ships and boats; resolutely not let ships go to sea after the ban on the sea. At the same time, it is necessary to proactively plan rescue, relief, protection of important works and essential infrastructure.
On-site forces must organize 24/7 duty at vulnerable points such as spillways, roads at risk of landslides, areas with fast-flowing water... Proactively stretch ropes, put up warning signs and resolutely do not let people or vehicles pass when safety is not guaranteed.
In addition, localities need to prepare vehicles, materials and human resources to promptly fix the problem, and quickly reopen the main traffic routes when cutting off.
Hai Phong completes evacuation of people from high-risk areas before 8:00 p.m. on July 21
Concluding an online meeting with localities on storm prevention and control No. 3, Chairman of the City People's Committee Le Ngoc Chau requested localities to absolutely not be subjective, closely follow the instructions of the Central Government, the City Party Committee and the City People's Committee, and closely monitor the actual developments of the storm to promptly respond, the top priority is to protect the lives and property of the people and the State.

The Department of Culture, Sports and Tourism coordinates with mass media agencies to continuously update storm developments, instruct people on measures to build houses, warn of unsafe risks, avoid subjective and negligent thinking.
Mr. Le Ngoc Chau also emphasized that ensuring security and order in vulnerable areas during and after the storm is a continuous task. Localities have announced hotline phone numbers for people to promptly contact when they need support.
The Chairman assigned the 24/24 duty force, including city leaders, the Ministry of Public Security, the Civil Defense Command - Forward Command, localities and Departments and branches to promptly update the situation, report as quickly as possible to the Steering Committee for the Chairman of the City People's Committee to direct timely and effective handling.
Nearly 6,000 Gia Lai ships receive emergency orders to avoid storm No. 3 at sea
On July 21, Mr. Cao Thanh Thuong - Director of the Department of Agriculture and Environment of Gia Lai province - said that the Chairman of the Provincial People's Committee issued an urgent dispatch on responding to storm No. 3 - Wipha in the East Sea, sent to coastal units and localities in the province.
The Chairman of the Provincial People's Committee requested localities and relevant units to closely monitor the developments of the storm; promptly notify owners of vehicles and captains of ships (including transport ships, tourist ships) operating at sea about the location, direction of movement and developments of the storm to proactively avoid and not move into dangerous areas. At the same time, measures have been taken to ensure safety for ships and boats at anchorage areas.
Monitor and count the number of vessels operating in the storm-affected area; strictly manage going out to sea; maintain regular communication with vehicle owners to promptly handle possible bad situations; prepare plans to ensure the safety of people and property in aquaculture and seafood farming areas.
Rescue forces and vehicles must also be on duty and ready to deploy when an emergency situation occurs.

According to the Department of Natural Resources and Environment of Gia Lai province, as of 10:00 a.m. on July 21, the whole province had 5,988 boats with 42,539 people operating at sea and anchored at the wharf. Of which, 4,365 ships with 31,190 people are operating along the coast and anchored in the province; the remaining 1,623 ships with 11,349 people are operating outside the province, the most in the waters between Hoang Sa archipelago and Truong Sa.
The provincial Department of Natural Resources and Environment has notified ships operating at sea of storm No. 3 to proactively move to safe shelters. Up to now, no damage has been recorded.
Authorities and people of Hai Phong urgently fight the storm
Faced with the complicated developments of storm No. 3 (Wipha), localities in Hai Phong City have simultaneously implemented many measures to minimize damage and ensure the safety of people.
In Ai Quoc ward, the ward police force has proactively coordinated with agencies, departments, branches and organizations in the area to respond to storms and floods. On July 21, police officers assisted people in reinforcing their houses, moving their belongings from low-lying areas and taking preventive measures against risks caused by tornadoes and heavy rain.
In Thach Khoi ward, propaganda and guidance for people on storm prevention and avoidance skills were also deployed early. Ward officials and residential groups are mobilizing people to harvest vegetables, clear sewers, tie up trees and electric poles at risk of falling, contributing to protecting property and ensuring the safety of residential areas.

In Le Thanh Nghi ward, on the morning of July 21, Mr. Tran Viet Hung - Secretary of the Ward Party Committee directly inspected the storm prevention and control work at Binh Minh apartment complex and some key points. He directed the urgent reinforcement of vulnerable locations, inspection of drainage systems, handling of trees at risk of falling, and at the same time, developing plans to relocate people in areas prone to natural disasters.
Meanwhile, at Quyet Thang Kindergarten, Hai Phong City, the school mobilized staff, parents and local people to participate in transporting sandbags and reinforcing classroom roofs at all 3 school locations. The work was urgently deployed even in windy and rainy conditions, demonstrating the spirit of solidarity and proactively preventing natural disasters for the safety of students.
Can Tho deploys response to storm No. 3
The Chairman of the People's Committee of Can Tho City has just signed and issued Official Letter No. 168 on proactive response to natural disasters, especially storm No. 3 (Wipha) in the East Sea.

Accordingly, it is required that city-level departments, branches, sectors, unions and People's Committees of communes and wards continue to strictly implement the instructions in Official Dispatch No. 76/CD-TTg dated May 28, 2025 and Directive No. 19/CT-TTg dated June 19, 2025 of the Prime Minister on strengthening the work of preventing and combating damage caused by natural disasters before the 2025 storm season.
Closely monitor the forecasts and warnings of natural disasters from the National Center for Hydro-Meteorological Forecasting and regional stations, promptly have response plans; prepare plans to ensure safety for people and property.
Strictly implement the "four on-site" motto; mobilize people to reinforce their houses and warehouses; clear sewers, ensure drainage, limit flooding during heavy rains; mobilize shock forces to be ready to support people when incidents occur; guide the implementation of measures to ensure safety for tourism, production, and aquaculture activities at sea, river mouths, and along the coast.
Departments, branches, sectors and localities proactively prepare forces and means to deploy response, rescue, and overcoming consequences when situations occur.
The City Border Guard Command coordinates with the Department of Agriculture and Environment and related units to closely monitor the storm's developments; notify owners of vehicles and boats operating at sea of the location, direction of movement and developments of the storm to proactively prevent and adjust production plans accordingly, ensuring safety of people and property. Maintain communication and coordinate effectively in search, rescue and relief work.
Can Tho City Hydrometeorological Station closely monitors weather developments; regularly updates storm and tropical depression situations; promptly forecasts and warns agencies, newspapers and people.
Organize the on-duty seriously, units regularly report to the City People's Committee, the Standing Committee of the City Civil Defense - Disaster Prevention, Control and Search and Rescue Command (through the Irrigation Department) and the City Military Command to promptly handle the situation.
Hanoi: Deploying response to storm No. 3 according to the "4 on-site" motto in the Red River
On the morning of July 21, the Waterway Traffic Police (Traffic Police Department, Hanoi City Police) simultaneously deployed inspection, propaganda and guidance activities for people living along the Red River to proactively respond to storm No. 3.

In the face of the complicated developments of storm No. 3 (WIPHA), the Waterway Traffic Police teams coordinated with local authorities to inspect and review ferry terminals, vehicle anchorage points, and households living on the water surface. At the same time, the authorities propagated and guided people to deploy storm prevention and control measures according to the "4 on-site" motto.
In the ferry terminal area and households living along the river in Bat Trang commune, Waterway Traffic Police Team No. 2 coordinated with Bat Trang Commune Police to organize propaganda and remind people not to be subjective, proactively reinforce vehicles, and reinforce floating houses to ensure safety of life and property when the storm makes landfall.
At the same time, Waterway Traffic Police Team No. 1 coordinated with local authorities to inspect Lien Trung ferry terminals (O Dien commune), Tho An and Chu Phan (Lien Minh commune).
In O Dien commune, there are still some households living on the Red River. The authorities have directly disseminated and issued leaflets and instructed households to absolutely not stay on their vehicles when there are strong winds and heavy rain; and proactively move to shore safely when requested by the authorities.
Inspection and propaganda activities to respond to storms will continue to be deployed in key areas along the route, to minimize damage caused by storms.
Vietnam Airlines holds urgent meeting
In response to the development of storm No. 3 (international name Wipha), the Civil Aviation Authority of Vietnam (Civil Aviation Authority) held an urgent online meeting at 4:00 p.m. on July 21 to deploy prevention and response plans.

The meeting was chaired by the leaders of the Vietnam Airports Authority, gathering all key units of the industry. The participants include leaders of Vietnam Airports Corporation (ACV), Vietnam Air Traffic Management Corporation (VATM), and all domestic airlines such as Vietnam Airlines, Vietjet, Bamboo Airways, Pacific Airlines and Vietravel Airlines.
The participation of international and domestic airports in the affected area is expected such as Noi Bai, Van Don, Cat Bi, Da Nang, Vinh, Tho Xuan... along with regional airports with comprehensive preparation scale. The meeting was held in a multi-point online format, connecting from the headquarters of the HKVN to the connections of ACV and the Northern and Central Airports.
The main content of the meeting is to review and agree on an action plan to ensure absolute safety for flights, passengers, aircraft and equipment and infrastructure at airports. Specific options such as adjusting flight schedules, canceling flights, moving aircraft to airports safely, reinforcing, bracing works and ground equipment will be thoroughly discussed to proactively respond to all situations when the storm makes landfall. This is a proactive move, demonstrating the careful preparation of the aviation industry for the risk of strong storms.
Hung Yen evacuates people in dangerous areas
In Hung Phu commune, a coastal locality of Hung Yen province, the government and people are actively racing to deploy response work to storm No. 3 to ensure property, minimizing damage caused by the storm.
In Hung Phu commune, there are 143 aquaculture facilities, including 8 households, 14 workers on clam and oyster cages; 135 households with mangrove areas outside the dike and 19 households, 60 workers doing business in Con Vanh Tourist Area; the commune urges and notifies workers to safe shelters no later than 10:00 a.m. on July 21.

As a household with an aquaculture pond in Hung Phu commune, Mr. Tran Van Khoi said: "Since yesterday afternoon (July 20), I have mobilized human resources to increase measures to protect farming ponds, water thunderstorms, add lime powder and water treatment chemicals. After that, the house guardrails, straps and puts up dozens of sacks of sand to put on the roof to avoid the roof being blown off, then I can return home with peace of mind to avoid the storm".
Hung Yen province has a total of 1,132 ships and boats with 3,241 workers. According to the report of the Provincial Border Guard Command, as of the morning of July 21, all vehicles were still in contact, of which more than 1,100 vehicles and more than 3,000 workers had returned to anchor at ports in the province; 30 vehicles and 206 workers were anchored at ports outside the province.


In Thai Thuy commune, there are 40 households with 72 people living outside the dike, 95 households with 159 people living in the dike but have degraded and unsafe houses. The commune has assigned officials in charge of each area to closely coordinate with village heads and heads of residential groups to propagate and mobilize the above households to move to safe shelters. In case people do not cooperate, the commune will apply drastic measures to prevent human losses.
Nghe An bans the sea, ensures safety for fishermen
Nghe An province has issued a ban on going out to sea (no sea) since 5:00 a.m. on July 21, and at the same time requested all vessels to urgently take shelter and anchor in a safe place.
The authorities use all means of communication to continuously notify ships operating at sea of the developments of the storm; instruct ships to seek safe shelter or move out of the danger zone.
According to a quick report, as of 10:00 a.m. on July 21, Nghe An province had 2,807/12,608 workers anchored safely; there were 9 vehicles/36 workers at sea.
In particular, all vehicles operating at sea have received notices on the direction of storm No. 3.

According to a quick report from the Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense of Nghe An province, heavy rain and thunderstorms on the afternoon of July 19 left 5 people dead or injured.
Of which, 1 person died, Mr. Vuong Thanh L (59 years old, residing in Thai Binh hamlet, Vinh Loc ward, Nghe An) was hit by a broken tree.
The tornado also injured 4 people in Nghe An, including: Nguyen Tan Dung and Nguyen Huu Khang (13 years old, all residing in Nghia Hung commune), Mr. Vo Dinh Nam (29 years old, residing in Minh Hop commune), Ms. Hoang Thi Tinh (residing in Kim Bang commune).
The tornado caused complete damage to 17 houses in the province (over 70%), 12 houses were severely damaged (50-70%), 71 houses were severely damaged (30-50%) and 257 houses were partially damaged under 30%, 2 classrooms had their roofs blown off, 2 public rooms had broken glass doors.
Enforcing ships in the Gulf of Tonkin to take shelter
The Ministry of Agriculture and Environment has just sent an official dispatch to the People's Committees of coastal provinces and cities of Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Da Nang, Quang Ngai on urgently calling on ships operating in the Gulf of Tonkin to take shelter.
According to the report of the Border Guard's Civil Defense, Natural Disaster Prevention and Search and Rescue Command, as of 6:30 a.m. on July 21, 2025, there are still 425 ships/1,560 people operating in the Gulf of Tonkin (including Hoang Sa archipelago), specifically as follows: Hung Yen 01 ship/10 people; Ninh Binh 137 ships/284 people; Thanh Hoa 27 ships/72 people; Nghe An 173 ships/675 people; Ha Tinh 09 ships/20 people; Quang Tri 27 ships/148 people; Da Nang 12 ships/77 people; Quang Ngai 39 ships/274 people.
The Ministry of Agriculture and Environment requests the People's Committees of provinces and cities to urgently mobilize all forces and means to call for, guide or take coercive measures to bring the above-mentioned vessels to shore for anchoring. The People's Committees of provinces and cities are fully responsible to the Prime Minister for ensuring the safety of ships and strictly implementing the contents of Official Dispatch No. 117/CD-TTg dated July 20, 2025 of the Prime Minister.
The Ministry also requested mass information agencies to immediately disseminate and report on the above boats so that people, boat owners, and local authorities know, promptly move to shore, and ensure the safety of life and property.
Lang Son activates a series of emergency response plans
According to the Lang Son Provincial Hydrometeorological Station, from the night of July 21, due to the influence of the western circulation of storm No. 3, the province will have moderate rain, heavy rain, some places with very heavy rain and thunderstorms. Rainfall is generally between 100-200mm, some areas such as Loc Binh, Dinh Lap, Chi Lang, Van Linh, Huu Lung... may exceed 200mm.
Prolonged heavy rain increases the risk of landslides and localized flooding in residential areas and urban areas, seriously affecting people's lives and traffic.

Resolutely evacuate households in dangerous areas, people raising clams, aquaculture, seafood, fishermen on means of transportation at sea and on rivers, not ensuring safety to a solid and safe place before the storm makes landfall (if necessary, proactively evacuate to ensure the safety of people's lives and property).
Tightly control, do not let ships and boats go to sea, maintain regular communication with vehicle owners to promptly handle possible bad situations; prepare forces for rescue when there are situations during the storm.
Urgently direct, inspect, and urge the work of ensuring the safety of dykes, embankments, culverts, construction works under construction, and houses, warehouses, headquarters, schools, hospitals, especially in riverside, coastal areas and other vulnerable locations...
Son La is ready to respond to storm No. 3
According to information from the People's Committee of Son La province, from the afternoon of July 19 to the early morning of July 21, heavy rain with tornadoes caused damage to many localities in Son La province. As of the morning of July 21, 12 houses in Thao Nguyen, Moc Son wards and Chieng Son commune had their roofs blown off. Some areas of corn, rice, coffee and aquaculture ponds of the people were also affected.

Tuyen Quang issues urgent document
On July 21, information from the People's Committee of Tuyen Quang province, this locality issued Document No. 342/UBND-KTN directing departments, branches and localities to urgently deploy measures to prevent and combat natural disasters and promptly respond to the complicated storm No. 3.
Chairmen of People's Committees of communes and wards closely coordinate with the Department of Agriculture and Environment (DONRE) - the standing agency of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue to update information, propagate, and guide people on skills to respond to natural disasters.
Localities proactively review and plan to evacuate people in areas with high risk of landslides and flash floods; ensure temporary accommodation, food and essential necessities for households that have to relocate.
Proactively deploy safety protection measures for houses, warehouses, headquarters, public works, factories, production facilities, power grid systems, telecommunications, etc. In case of complicated situations that exceed handling capacity, localities promptly report and request specialized departments and branches to support and guide appropriate response solutions.
The People's Committee of Tuyen Quang province requested the deployment of control forces at deeply flooded, overflowing, and underground areas, resolutely not allowing people and vehicles to pass through if safety is not ensured.
The Department of Natural Resources and Environment of Tuyen Quang province presides over and coordinates with relevant units to closely monitor weather developments, update forecasts and direct localities to deploy solutions to prevent and control natural disasters. In particular, it is necessary to ensure the safety of the dyke system, irrigation dams, and limit damage in agricultural production.
The Provincial Military Command and the Provincial Police are responsible for reviewing the plan, preparing forces and means to support people when situations arise. Other departments and branches, according to their functions and tasks, proactively direct response, safety inspection of infrastructure works and preparation of rescue materials and equipment.
Previously, on the afternoon of July 19, thunderstorms and strong winds broke many trees and damaged people's property in communes and wards in Tuyen Quang province.
Bac Ninh urgently directs
The Standing Committee of the Bac Ninh Provincial Party Committee has just issued Official Letter No. 94-CV/TU requesting members of the Standing Committee of the Provincial Party Committee, the Party Committee of the Provincial People's Committee, the Propaganda and Mass Mobilization Committee of the Provincial Party Committee, the Provincial Military Party Committee, the Provincial Police Party Committee, and Party Committees of communes and wards to urgently direct the response to storm No. 3 (Wipha).

It is forecast to make landfall in our country on July 22, 2025 and the direction of the storm will directly affect Bac Ninh province, possibly causing widespread heavy rain in the coming days, floods on rivers and streams will rise, there is a risk of flash floods and landslides, flooding in some localities.
To proactively prevent, avoid and respond promptly to storms, floods and inundation in the province, the Standing Committee of the Provincial Party Committee requested the Provincial People's Committee to lead the Provincial People's Committee to focus on leading and directing timely and effective implementation in the work of preventing, combating and responding to storm No. 3 (storm Wipha).
Direct relevant sectors and commune-level People's Committees to organize 24/7 duty, have proactive plans for preventing and responding to storms and floods at the highest level, according to the "4 on-site" motto (on-site command, on-site forces, vehicles, materials and on-site logistics), ensure safety of life, minimize damage to property of People, businesses and the State.

Strengthen inspection of storm and flood prevention and control; direct the organization of pruning of tree branches, bracing, reinforcing signs, houses, public works, industrial parks, factories, warehouses, and projects under construction.
Strengthen inspection and review of drainage systems in urban and industrial areas at high risk of flooding, proactively clear water flows, arrange forces to increase patrols and guard at drainage canals and manholes; prepare control, support and guidance plans to ensure traffic safety, especially in culverts, spillways, areas with deep flooding, fast-flowing water, areas where landslides have occurred or there is a risk of landslides; resolutely do not let people and vehicles pass if safety is not guaranteed.
Responding to storm No. 3, Da Nang requires absolute safety for people and property
The Chairman of the People's Committee of Da Nang City has also issued Official Dispatch No. 01/CD-UBND, requesting all levels and sectors in the city to urgently deploy measures to respond to storm No. 3, which is forecast to have very strong winds.

Accordingly, the city's leaders requested directors of departments, branches, sectors and local authorities to closely monitor the developments of the storm to proactively direct and deploy prevention work. The top priority is to ensure absolute safety for people and property, especially in tourist areas, aquaculture and fishing areas, coastal works, rivers, streams and areas at risk of landslides.
The City Military Command is assigned to direct the Border Guard Command to promptly notify owners of vehicles and boats operating at sea, especially in the waters of Hoang Sa and Gulf of Tonkin, of the location and direction of the storm to escape from the danger zone, and call on boats to urgently seek safe shelter. The inventory of ships and boats must be maintained continuously. Depending on developments, the city will proactively decide to ban the sea.
The city police are required to coordinate with relevant forces to guide fishermen to anchor their boats safely at Tho Quang fishing port, Man Quang bay, and at the same time deploy fire prevention and fighting plans to ensure security and order. The Da Nang Maritime Port Authority is responsible for reviewing and ensuring the safety of cargo ships in the bay. Units are also directed to check the safety of reservoirs and prepare response plans for incidents.
Ha Tinh directs implementation of safety solutions

To date, Ha Tinh province has notified, counted, and instructed 3,983 vehicles/10,994 people to know the developments and direction of the storm to proactively prevent it.
Currently, there are 3,979 vehicles/10,979 workers anchored at wharves and yards (not going out to sea). 4 vehicles/15 workers have grasped information about storm No. 3.
Currently, the water level of large reservoirs is at an average level. To prevent unusually heavy rainfall from occurring, the province has directed localities and reservoir management units to proactively deploy safety measures to ensure the safety of works and downstream areas.
Up to now, due to the storm on the afternoon of July 19, 2 people are missing in Ha Tinh province.
Among them were 1 crew member, Mr. Hoang Van M (born in 1967, residing in Dong Tay village, Co Dam commune) and 1 citizen suspected of being swept away while swimming, Mr. Le Huy C (born in 1987, residing in Tran Phu ward).
The locality is currently organizing a search force but has not yet had results.
Currently, the province has only mobilized forces, searched for people and supported rescue work, helping people overcome the impact of the tornado that occurred on the evening of July 19, and soon stabilized their lives and production.

All 358 vehicles operating at sea in Quang Tri received warnings
On the morning of July 21, the Department of Irrigation and Natural Disaster Prevention of Quang Tri province said that it had issued a notice and activated response plans for storm No. 3 - Wipha to ensure the safety of people, especially ships operating at sea.
According to the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. the same day, the center of storm No. 3 was at about 21.3 degrees North latitude - 109.9 degrees East longitude, in the sea north of the Lusian Peninsula (China), about 220km east of the mainland of Quang Ninh - Hai Phong. The wind near the storm center is strong at level 9, gusting to level 11, moving in the West Southwest direction at a speed of 1520km/h.
In response to the storm's developments, the People's Committee of Quang Tri province issued Official Dispatch No. 02/CD-UBND dated July 20 requesting localities and functional agencies to urgently review and strictly implement storm prevention plans. Along with that, the Department of Agriculture and Environment issued directive documents from July 17-18, requesting special attention to the monitoring of vessels and warnings to fishermen at sea.
As of 10:00 on July 21, the whole province of Quang Tri has 358 vehicles 1,589 workers operating offshore. Of which, there are 87 ships in coastal waters, 34 ships in the Gulf of Tonkin, 236 ships operating from Quang Tri to Quang Ngai and 1 ship in the area from Lam Dong to Ca Mau. According to the report from the Provincial Steering Committee for Disaster Prevention and Control, all of these ships have been promptly notified of the location and direction of the storm.

Due to the influence of the circulation of storm No. 3, from July 21 to July 23, Thai Nguyen province is likely to experience widespread heavy rain. Rainfall is generally from 80-150mm, in the administrative center and southwest of the province, it can reach 100-200mm, in some places over 250mm.
Heavy rain in a short period of time can cause urban flooding, traffic jams, slippery slopes, landslides in mountainous areas, and flooding in low-lying areas. The warning level of natural disaster risk due to heavy rain is level 1.
In the provincial administrative center such as Phan Dinh Phung, Linh Son, Gia Sang, Quan Trieu wards, the rainfall can reach 200mm.
In Phu Tho, due to the influence of storm No. 3, it is forecasted that from the afternoon of July 21 to the afternoon of July 23, there will be heavy rain in the area, locally over 250mm.
At 9:00 a.m. on July 21, the Phu Tho Provincial Hydrometeorological Station (under the Northern Hydrometeorological Station) issued a forecast of heavy rain in Phu Tho province. Accordingly, it is forecasted that there will be heavy rain in the next 24 to 48 hours: Due to the influence of storm No. 3, from this afternoon (July 21) to the afternoon of July 23, Phu Tho province will have moderate rain, heavy rain and thunderstorms, with common rainfall of 70-150mm, especially in the West and Southwest 100-200mm, locally over 250mm. During thunderstorms, there is a possibility of tornadoes, lightning, hail and strong gusts of wind. Warning of heavy rain in a short period of time 100mm/3 hours.
