Ho Chi Minh City People's Committee has just issued a decision to allocate 220 resettlement land plots to serve the Bien Hoa - Vung Tau expressway construction investment project phase 1, the item of supplementing an elevated intersection connecting to DT. 991 road (My Xuan - Ngai Giao road) in Tan Thanh ward.
220 land plots are allocated from the resettlement land fund managed by the State in Phu My Resettlement Area (scale 37 ha), belonging to Phu My ward. The resettlement arrangement can only be implemented after the resettlement area fully meets the conditions for putting into use according to the provisions of law.
The Ho Chi Minh City People's Committee assigned the Department of Construction to notify the addresses, locations, and areas of 220 land plots to relevant agencies and units; at the same time, be responsible for the accuracy of dossiers and data and ensure that the land plot fund is eligible for resettlement arrangement.
Tan Thanh Ward People's Committee is responsible for issuing decisions approving detailed plans for compensation, support and resettlement in accordance with regulations, ensuring the proper arrangement of subjects, standards, conditions and procedures, and limiting complaints from arising.
Meanwhile, Phu My Ward People's Committee will organize the allocation of resettlement land to households according to the approved plan; carry out procedures for issuing Certificates of land use rights, ownership of assets attached to land, and at the same time update cadastral records and land databases according to regulations.
Previously, in December 2025, the Ho Chi Minh City People's Committee approved the adjustment of component project 3 of the Bien Hoa - Vung Tau expressway construction investment project phase 1, adding many important infrastructure items, including an elevated intersection connecting to DT. 991 road and an intelligent traffic management system.
The intersection item with DT. 991 road (My Xuan - Ngai Giao road) is designed in a complete flower shape with priority branches. The project includes an overpass over DT. 991 road with a design speed of 60 km/h, cross-section width of 44 m.
The system of turns is designed synchronously, including right turns with a design speed of 60 km/h, left turns with a speed of 40 km/h and a left turn overpass in the direction from Cai Mep - Thi Vai port to Bien Hoa with a two-lane scale.
After adjustment, the land use area of the project is expected to be about 167 hectares. Of which, about 137.8 hectares were previously recovered and about 29 hectares will be additionally recovered to build intersections and auxiliary works. The total investment of Component Project 3 after adjustment is more than 7,215 billion VND.
The Bien Hoa - Vung Tau expressway project has a total length of nearly 54 km, a scale of 4 to 6 lanes, a total investment of about 17,800 billion VND, started in June 2023 and has been fully opened to traffic since May 18, 2026.
Component Project 3 alone is about 19.5 km long, passing through the former Ba Ria - Vung Tau province (now Ho Chi Minh City).
