Ho Chi Minh City People's Committee has just issued a Decision to abolish Decision No. 5422/QD-UBND dated October 12, 2017 of the City People's Committee on allowing Ngoc Vien Dong Urban Development Investment Co., Ltd. to change the land use purpose to implement the Nha Rong - Khanh Hoi Complex project in wards 12, 13, 18, District 4 (now Xom Chieu ward).
At the same time, abolishing Decision No. 1175/QD-UBND dated March 28, 2018 of the City People's Committee on allocating land to Ngoc Vien Dong Urban Development Investment Co., Ltd. to implement the Nha Rong - Khanh Hoi Complex project in wards 12, 13, 18, District 4 previously.
The abolition was implemented because previously (March 4, 2026), the Ho Chi Minh City People's Committee issued a decision to abolish Decision No. 6815/QD-UBND dated December 29, 2016 and Decision No. 177/QD-UBND dated January 12, 2018 on approving the policy for Ngoc Vien Dong Urban Development Investment Co., Ltd. to be the investor of the Nha Rong - Khanh Hoi Complex project.
The decision also assigns Xom Chieu Ward People's Committee to receive and manage the land plot according to the current status; perform the function of state management of land, construction, and planning for the above-mentioned land plot, and promptly handle violations (if any) according to legal regulations.
Functional agencies are assigned to review the legality of land, inspect related financial obligations, and at the same time consider the reimbursement of reasonable costs that investors have implemented according to regulations.

Previously, in 2016, Ho Chi Minh City approved Ngoc Vien Dong Urban Development Investment Co., Ltd. to invest in a complex in the Nha Rong - Khanh Hoi port area with a commercial center, more than 3,100 apartments, and works such as schools and health stations.
At the end of 2025, the Standing Committee of the Ho Chi Minh City Party Committee agreed to stop the complex project and transfer the entire Nha Rong - Khanh Hoi area to develop a park and Ho Chi Minh City cultural space.
On March 3, 2026, the Standing Committee of the Party Committee of Ho Chi Minh City People's Committee met and approved the overall plan for the Nha Rong - Khanh Hoi Port area, and at the same time expanded the Relic Area - Ho Chi Minh Museum.
The total planned land area is about 39.51 ha, of which the Ho Chi Minh Relic - Museum Area is proposed to be expanded with a scale of about 11 ha.
Notably, Nguyen Tat Thanh street will be expanded with a minimum road boundary of 8 lanes, expanding towards the Nha Rong - Khanh Hoi port area.
The remaining area is arranged with a multi-functional green park, combined with public utilities, community living space, entertainment to serve people; cultural items, museums; passenger port and resettlement area.
The city will also build a new Tan Thuan 1 bridge to replace the existing bridge.
All items including the Nha Rong - Khanh Hoi Port area project, expansion of the Relic Area - Ho Chi Minh Museum, expansion of Nguyen Tat Thanh street and new construction of Tan Thuan 1 bridge will be implemented according to the public-private partnership (PPP) method, BT contract (build - transfer).
These items will be implemented synchronously in the same project to ensure the progress of completing phase 1 of expanding and renovating the Ho Chi Minh Relic - Museum, in time for inauguration on September 2, 2026.
The Standing Committee of the Party Committee of Ho Chi Minh City People's Committee has issued a document to submit to the Standing Committee of the Ho Chi Minh City Party Committee for consideration and consensus on the above policy in order to accelerate the implementation progress.
