HCMC proposes to relocate nearly 40,000 houses along canals

Ho Chi Minh City plans to spend about VND221,370 billion to relocate nearly 40,000 houses along canals. The amount of money collected from land auctions is estimated at about 164,111 billion VND.

The Ho Chi Minh City Department of Construction has just submitted a document to the Ho Chi Minh City People's Committee on the project to relocate all houses on and along rivers, canals, and ditches in the city; Project to relocate and arrange resettlement housing and social housing for households on and along canals, combined with urban beautification in District 8.

Through review, Ho Chi Minh City currently has about 398 projects/river routes, canals, and ditches that have not been implemented in 16 districts, towns, and Thu Duc City with a total of nearly 40,000 houses that need to be relocated.

Districts with the largest number of houses needing to be relocated include District 8 (14,950 houses), District 12 (more than 2,956 houses), Nha Be district (4,452 houses), District 7 (more than 4,000 houses), Binh Tan district (more than 3,396 houses)...

The total investment for the project is expected to be up to 221,370 billion VND.

Of which, the cost of compensation and resettlement support for eligible households will be 130,680 billion VND.

The cost of building social housing for cases that do not meet the conditions for compensation and resettlement is 10,692 billion VND.

The estimated cost of investment in construction of technical infrastructure, dredging and renovating rivers, canals and ditches is 80,000 billion VND.

After implementing relocation projects, Ho Chi Minh City will create land along rivers, canals, and ditches, creating opportunities for bidding, selecting investors to implement housing construction projects and commercial service projects.

It is expected that the amount of money collected from land auctions will be about 164,111 billion VND.

The project is implemented according to the principle that the state budget will undertake all compensation, relocation, site clearance and infrastructure construction along rivers, canals and ditches.

For large plots of land after relocation, exploitation will be carried out through bidding or auction to select investors to implement development projects according to the plan.

For resettlement housing and social housing construction projects, Ho Chi Minh City will study plans invested by the state, or call for investors to participate.

Social housing projects will be built from the state budget, then exploited mainly in the form of lease.

According to the plan, in 2025, Ho Chi Minh City will complete and submit the project to the City People's Committee for approval. Studies to adjust 1/2000 scale zoning plans in regions will also be implemented to serve economic development goals. At the same time, investment procedures, policy approval and approval of resettlement housing projects and social housing will be carried out.

From 2026 to 2027, Ho Chi Minh City will implement the construction of resettlement housing, social housing and projects to renovate rivers, canals and ditches. Land acquisition, compensation and site clearance for people living along rivers, canals and ditches will be carried out.

From 2028 to 2030, Ho Chi Minh City will complete compensation, support and resettlement for people, continue to reclaim land, clear land and invest in the construction of technical infrastructure, transportation, embankments, drainage systems and wastewater treatment.

Projects to develop parks, green works and public spaces will be implemented synchronously. Land projects along rivers, canals and ditches will be bid, investors will be selected or land will be auctioned after relocation.
