Thu Thiem New Urban Area was approved for planning by the Prime Minister in 1996, with a scale of 930 ha (including 770 ha of urban area and 160 ha of resettlement), located on the East bank of the Saigon River, opposite the existing center of Ho Chi Minh City. However, after decades of implementation, this urban area has not yet developed commensurate with expectations.
Faced with the new development requirements of the city, especially in the context of expanding urban space after merging with Binh Duong and Ba Ria - Vung Tau, Ho Chi Minh City is urgently adjusting its planning to create breakthrough momentum.
Ho Chi Minh City People's Committee has just approved a partial adjustment of the General Plan of Thu Duc City to 2040 in Thu Thiem New Urban Area. The adjustment aims to concretize priority projects according to Resolution 260/2025/QH15 dated December 11, 2025 of the National Assembly, including the project to build the City Central Square and the Political - Administrative Center.
Ho Chi Minh City determines that it is necessary to urgently implement the Center for Politics - Administration project with a commensurate scale, meeting the development requirements of the City after merging with Binh Duong, Ba Ria - Vung Tau.

An Khanh Ward is organizing to collect opinions to complete the Detailed Plan at a scale of 1/500 of the Central Political - Administrative - Cultural Area and Central Lake Park.
The planned area is more than 33 hectares wide, located in the core area of Thu Thiem. In which: The Political - Administrative Center accounts for 7.84 hectares, maximum height of 30 floors; The Symphony Orchestra - Music - Ballet Theater is 3.18 hectares wide; The park is flooded about 10 hectares; The central lake is about 12 hectares wide.
This complex is oriented to become a large-scale public space, combining administration, culture and ecology, creating a new highlight on the Saigon River bank.

In parallel with the administrative center, Ho Chi Minh City also partially adjusted the 1/2000 scale zoning plan of Sub-zone No. 1 to build the Vietnam International Finance Center in Ho Chi Minh City.
There are 9 land plots used to build the International Financial Center (symbols from 1. K1. 2. HH to 1. K1. 10. HH) proposed to increase the maximum floor height.
The most notable is land plot 1. K1. 8. HH with an area of about 1.26 ha, proposed to increase the height of the building from 30 floors to 99 floors, equivalent to 500 m (compared to the previous level of 120 m).
If approved, this will be one of the tallest projects in Vietnam, playing a symbolic role for the ambition to build a regional and international-level financial center in Thu Thiem.

Binh Khanh resettlement area (38.4 ha) was also adjusted to attract investors to auction.
In 5 blocks from 1. K7. 5. HH to 1. K7. 9. HH (total area of 11.5 ha), it is proposed to increase the height from 25 - 27 floors to a maximum of 45 above-ground floors and 3 basements; the land use coefficient increases from 5 - 6 times to 10 times.
The adjustment aims to create conditions to attract investors to participate in the auction of 3,790 apartments in this area. These apartments have been built and completed since 2015, but have been vacant for many years and have not been put into operation.
Regarding transport infrastructure, Ho Chi Minh City adjusts the direction of Metro Line No. 7 section passing through Thu Thiem to directly connect with the new Political - Administrative Center.
According to the new plan, Metro line No. 7 from Thu Thiem 4 bridge will follow Bui Thien Ngo street, along To Huu axis instead of the Tran Bach Dang line as previously planned, then merge into Tran Nao street. Some station locations are also adjusted accordingly to ensure synchronicity.
