Hanoi - Secretary of the City Party Committee said that the city is holding weekly meetings to assess the progress of solving 5 bottlenecks; resolutely not to let it become more complicated.

In the afternoon of February 27, Politburo Member, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc and candidates for National Assembly Deputies of the 16th term (term 2026-2031) of Hanoi Constituency No. 10 met with voters to report on the action program and implementation of election campaigns.

The conference was held in a direct form in Viet Hung ward and connected online to the wards: Long Bien, Bo De, Phuc Loi and Gia Lam, Thuan An, Bat Trang, Phu Dong communes.

Voting unit No. 10 of Hanoi City has 5 candidates for National Assembly deputies, including: Comrade Nguyen Duy Ngoc, Member of the Politburo, Secretary of the Hanoi Party Committee; Comrade Lam Thi Phuong Thanh, Member of the Party Central Committee, Standing Deputy Minister of Culture, Sports and Tourism; Comrade Au Thi Thuy Ha, Deputy Head of the Investment and Procurement Department of Vietnam Airlines Corporation; Comrade Nguyen Duc Huan, Chief Specialist of the Office of the National Assembly Delegation and People's Council of Hanoi City; Colonel Le Nhat Thanh, Deputy Director of the Internal Security Department - Ministry of Public Security, specialized delegation of members and National Assembly deputies working at the National Assembly's Ethnic Council of the XV term.

Opening the conference, voters listened to a summary biography of the candidate for National Assembly Deputy of the 16th term (term 2026-2031), Election Unit No. 10 of Hanoi City.

Superior institution

Exchanging with voters about the group of issues of perfecting institutions and planning of the Capital, Secretary of the City Party Committee Nguyen Duy Ngoc emphasized the requirement to strongly innovate development thinking to maximize the potential and advantages of Hanoi, especially in the orientation of developing urban space along the Red River.

According to the Secretary of the City Party Committee, city leaders have reported to the Politburo on the requirements for orienting Hanoi's development with a 100-year development vision. The Central Government agreed that a superior institution is needed, allowing pilot controlled new mechanisms to create a strong enough legal corridor for the Capital to break through. At the same time, the city amends the Capital Law, consolidates approved plans and supplements contents that have not been mentioned, thereby forming a multi-polar, multi-center, multi-layer and multi-layer urban structure.

In this orientation, Hanoi will synchronously exploit underground space, high-rise and low-rise space; strengthen connections with localities in the Capital Region; handle limitations in infrastructure capacity and urban management. This is considered a fundamental solution for the Capital to develop sustainably in the coming years.

Specifically for the Red River urban space, the city determines that it must ensure safety, green environment, reasonable population density and sustainable development. The planning will be made public for people to supervise; creating a basis to attract domestic and foreign investors to the fields of trade, services, science and technology, health and education.

Resolving 5 bottlenecks

Discussing the handling of bottlenecks, Secretary of the City Party Committee Nguyen Duy Ngoc said that Hanoi has identified 5 bottlenecks hindering development, including: traffic congestion, urban order, flooding, environmental pollution and food safety. Currently, the Capital's authorities at all levels are actively resolving them in the spirit of not allowing further complications and moving towards thorough overcoming.

The city has directed the assignment of standing agencies to solve each bottleneck. City leaders hold weekly meetings to assess the progress of resolution as well as promptly propose solutions. At the same time, ensure clear decentralization between the city and communes and wards; resolutely prevent further complications.

In the process of solving bottlenecks, the city applies science and technology, digital transformation; placed in a long-term strategy on perfecting institutions and the Master Plan of the Capital with a 100-year vision.

Secretary of the City Party Committee Nguyen Duy Ngoc wished that each citizen would participate in accompanying the city's authorities at all levels to handle 5 bottlenecks, thereby contributing to building residential areas, localities and the Capital to be increasingly green, clean, beautiful, civilized and modern.

Emphasizing that the Capital as well as the whole country take science and technology, innovation and digital transformation as the focus in implementing the double-digit growth target in the coming years, Party Secretary Nguyen Duy Ngoc affirmed that the city will continue to gradually increase the provision of full online public services to create the most favorable conditions for people and businesses.
