The Chairman of the Ho Chi Minh City People's Committee has just approved the proposal of the Department of Construction on a detailed plan to implement the technical infrastructure investment project for the resettlement area serving the Ho Chi Minh City - Moc Bai Expressway and other public service projects in Pham Van Coi commune.
According to the direction, departments, branches and investors must coordinate closely to ensure project implementation progress according to the set plan.
The Ho Chi Minh City Department of Construction is assigned to regularly inspect, urge and remove obstacles in the implementation process; in cases beyond its authority, it must report to the Ho Chi Minh City People's Committee for timely consideration and resolution.
The Ho Chi Minh City - Moc Bai Expressway is nearly 51 km long, of which the section passing through Ho Chi Minh City is about 24.7 km long, passing through 5 communes including Phu Hoa Dong, Nhuan Duc, Thai My, Tan An Hoi and Cu Chi.
To implement the project, Ho Chi Minh City needs to reclaim about 220 hectares of land, affecting more than 2,100 households, with a total estimated compensation, support and resettlement cost of more than VND 4,333 billion.
Of which, Phu Hoa Dong commune has the most affected households with 1,138 households, followed by Nhuan Duc 669 households, Thai My 256 households, Cu Chi town 77 households and Tan An Hoi 32 households.
According to the previous plan of the Ho Chi Minh City People's Committee, the Ho Chi Minh City - Moc Bai Expressway project will approve the compensation, support, resettlement plan and issue a decision to reclaim land in the second quarter of 2025; start paying compensation from April 2025 and complete the handover of the site in December 2025. However, up to now, the compensation and resettlement progress of the project is still very slow, not reaching the set plan.

At the recent progress inspection of the Ho Chi Minh City - Moc Bai Expressway project, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc requested the communes to strengthen the Steering Committee for compensation and site clearance; select prestigious officials who are knowledgeable about the area and know how to mobilize people to agree.
Mr. Nguyen Van Duoc emphasized: "From now until November, we must complete the compensation plan and by December, strive to reach 100% consensus".
The Chairman of the Ho Chi Minh City People's Committee also requested to shorten the compensation payment time, without having to wait 30 days to post as the normal process.
"When households have agreed, have a plan and estimate, the government can work directly with the treasury to pay immediately, not to extend it to 30 - 90 days" - Mr. Nguyen Van Duoc directed.
According to the plan, by the end of this year, Ho Chi Minh City will start construction of residential access roads and expressway overpasses with a total investment of VND 2,421 billion from the Ho Chi Minh City budget.
By the first quarter of 2026, the city will start construction of the main expressway under the BOT form with a total investment of more than VND 10,400 billion.
The Ho Chi Minh City - Moc Bai Expressway project is expected to be completed and put into operation by the end of 2027, creating momentum for the development of the Northwest region of Ho Chi Minh City, reducing the load on National Highway 22, and opening the shortest connecting route between Ho Chi Minh City and Moc Bai border gate, increasing the capacity of international transport between Vietnam and Cambodia.
