The project is expected to be implemented on a 5ha land plot in Ninh Khanh ward (Hoa Lu city, Ninh Binh province), including about 1,136 apartments with a total estimated investment of nearly 1,900 billion VND.
According to the investment plan for the construction of the above social housing project proposed by the Ninh Binh Provincial Development Investment Fund, it will include 6 blocks of 15-storey apartment buildings, each block has 1 basement, the total construction area is 8,206m2 with a total of 1,192 apartments with an average area of 65m2/unit.
The commercial housing block consists of a 15-storey apartment block, with 1 basement, a construction area of 1,762m2, with 182 apartments with an average area of 95m2/unit.
The project is implemented in 3 phases: phase 1 will invest in the entire infrastructure and 3 blocks of social housing apartments; phase 2 will build the remaining 3 blocks of social housing apartments; phase 3 will deploy the commercial housing apartment block; implementation period from 2025 - 2030.
According to Mr. Pham Quang Ngoc - Chairman of Ninh Binh Provincial People's Committee, this project is of special importance, not only in terms of social security but also a solution to promote the socio-economic development of the province. Therefore, the project implementation needs to be accelerated with high determination, contributing to increasing the urbanization rate and implementing the development goals of Ninh Binh province.
In parallel with the detailed planning, relevant agencies need to calculate and prepare steps for bidding procedures, selecting construction contractors, speeding up project approval and site clearance. In particular, it is necessary to clearly understand the progress and implementation time to create consensus among the people, ensuring effective and on- schedule project implementation.
It is known that the Social Housing Development Program for workers and low-income people in Ninh Binh province until 2030, with a vision to 2045, has been approved with a total of 5,573 units. Of which, the target for the 2021-2025 period is to build 2,887 units; the 2026-2030 period is to build 2,686 units. In addition, implementing the project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers in the period of 2021-2030", Ninh Binh province is assigned a target of 3,100 units.
The People's Committee of Ninh Binh province is focusing on directing relevant units to review, resolve, and remove difficulties and obstacles to promptly allocate land to implement a social housing project with an investor so that Ninh Binh can complete the set target for the number of apartments.
