According to the Ministry of National Defense's electronic information portal on August 3, the Ministry of National Defense received a petition from voters sent by the National Assembly's Petition and Supervision Committee.
Voters reflected that the soldiers participating in the K battlefield (enlisted in the first phase in 1986), after the Ministry of National Defense decided to keep them and receive a first-year allowance of 160%, on September 23, 1989, withdrew and were awarded the Third Class Medal of Merit by the President; the Glorious Soldier Medal and a number of other badges.
Voters said that the first military service in 1986 was not suitable and enjoyed the same policy as other periods (enjoying the policy according to Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister on regimes and policies for subjects participating in the war to protect the Fatherland, performing international missions in Cambodia, helping Laos after April 30, 1975 who were demobilized, discharged, or quit their jobs).
According to voters, the soldiers participating in the first phase of the K battlefield were retained (not returned home for a term) and were awarded a Medal by the President, therefore, voters recommended that in addition to the regime and policies enjoyed under Decision No. 62/2011/QD-TTg, there should be a regime and policies to support this subject.

Reflecting on this content, the Ministry of National Defense said that in recent years, along with the socio-economic development of the country, the Party and State have paid attention to issuing many regimes and policies on treatment for those participating in resistance wars, wars to protect the Fatherland and performing international duties (including Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister on regimes and policies for subjects participating in wars to protect the Fatherland, performing international duties in Cambodia, helping Laos after April 30, 1975 who have been demobilized, discharged, or quit their jobs).
The regulation of subjects and conditions for receiving monthly allowances or one-time allowances according to the above Decision has been carefully studied by ministries and branches, reported to the Government Party Committee (now the Government Party Committee), submitted to the Politburo for approval; The Prime Minister issued a Decision to implement the regime and policies; in accordance with the characteristics of the resistance war, the war to protect the Fatherland and the economic conditions of the country; at the same time, balancing with the issued regimes and policies.
Therefore, the proposal for subjects participating in the first phase of the K (Cambodia) war war in 1986 to have additional support policies and regimes is not consistent with the conclusion of the Politburo and the decisions of the Prime Minister;
At the same time, it will create policy problems for those participating in the resistance war against France and the US who have enjoyed the policy regime according to Decision No. 47/2002/QD-TTg dated April 11, 2002, Decision No. 290/2005/QD-TTg dated November 8, 2005; Decision No. 142/2008/QD-TTg dated October 27, 2008 of the Prime Minister.
