Abandoned headquarters, Da Nang is ready to rent at low prices

Being ready to hand over cheap prices to investors for exploitation is the view of Da Nang leaders in the face of the situation of a series of headquarters and public land located in "golden land" being abandoned after the merger.

Desolate "golden land" headquarters in the center

Right in the center of Tam Ky City (old Quang Nam), the headquarters of the Department of Physical Education and Sports of Quang Nam province (old) at 18 Tran Quy Cap, with an area of 1,145m2, has been abandoned for more than 17 years. The project is seriously degraded, the door is locked, becoming a messy point in the middle of the city. Previously, implementing Decree 13/2008/ND-CP, Quang Nam province merged the Department of Tourism, the Department of Physical Education and Sports with the Department of Culture and Information to establish the Department of Culture, Sports and Tourism. After being moved to a new headquarters, the old headquarters is closed, not transferred or liquidated, leaving it abandoned for a long time.

Not only in this case, many large headquarters of old Quang Nam departments and agencies such as the Department of Information and Communications, Department of Labor, Invalids and Social Affairs... currently only use a part of the area after the merger, while the rest has not been effectively exploited. Old Quang Nam also has 59 projects and works invested and built by the State but used ineffectively, even abandoned, causing waste of hundreds of billions of VND.

Typical examples are the infrastructure of a concentrated seafood production area in Thang Truong commune with an investment capital of more than 39 billion VND on an area of more than 20ha; or the Polyclinic of Dien Nam - Dien Ngoc Industrial Park, investing more than 43 billion VND but almost not promoting its function.

After the merger, Da Nang City has 3,595 houses and land facilities that are working headquarters and career facilities. In which, Quang Nam (old) accounted for 2,628 facilities, Da Nang (old) had 967 facilities.

Hot issue at the City People's Council forum

Recently, at the year-end meeting of 2025 of the 10th Da Nang City People's Council, many delegates expressed concern about the situation of public offices being abandoned, degraded, and even becoming garbage collection places, causing environmental pollution after operating the two-level government model.

According to delegate Nguyen Thi Thu Lan - Secretary of the Party Committee of Tam Ky ward, as the administrative center of the former Quang Nam province, the ward currently manages 65 houses and land facilities, of which 23 facilities are identified as redundant, including the old office building and residential buildings of the block after the merger. A similar situation also occurs at administrative headquarters of the old districts, causing frustration among voters due to the lack of specific handling plans.

This is a valuable resource but also poses a great risk of waste if not handled promptly. For the ward, in the immediate future, a plan has been developed to arrange, prioritize converting community service functions, and at the same time tighten management in the transitional period. Delegate Nguyen Thi Thu Lan proposed that the City People's Committee soon announce the overall plan and specific roadmap for handling redundant headquarters, official residences, and public assets, especially in the area of the old Quang Nam provincial capital.

Leaders of Da Nang City People's Committee said that the city determines that keeping the headquarters is not the ultimate goal. The core issue is to use it correctly, effectively and in accordance with social needs. The city requires units inheriting management responsibilities to strictly protect public assets while waiting for handling plans, avoiding loss and degradation.

Many headquarters located next to schools are being proposed for transfer to expand rooms and classrooms. Plans to convert functions prioritize the fields of education, health, libraries, parks, cultural and sports facilities, instead of new investments that cost the budget.

The spirit of thrift is also reflected in arranging accommodation for cadres and civil servants from Quang Nam (old) to take on tasks, through exploiting available social housing, dormitories, and boarding facilities.

Ready to deliver cheap prices to investors to exploit

Up to now, after review, 3,278/3,595 land and housing facilities in Da Nang have been retained for continued use; 256 facilities have been identified as surplus; 61 facilities have been completed for handling, of which 50 facilities have been converted to serve health, education, libraries, parks and cultural and sports facilities.

For 256 redundant establishments, the city classifies and handles: 81 establishments assigned to organizations with the function of managing and trading exploited houses according to Decree 108/2024/ND-CP; 65 establishments assigned to the Land Development Center for management; 110 establishments assigned to communes and wards continue to develop specific plans.

Vice Chairman of Da Nang City People's Committee Phan Thai Binh said that the city is reviewing the entire public housing fund, making it public and transparent to call for exploitation. For seriously degraded facilities, if there is no longer a need to use them, they will be liquidated or demolished to create a clean land fund, avoiding both land and housing waste.

Excess public headquarters must not only be kept but also used correctly and effectively; after review, the city will publicly announce the public housing fund, ready to immediately hand it over to investors to exploit at cheap prices or bid when needed, resolutely repair, liquidate or demolish degraded works to avoid wasting land and public office resources while social needs are still very large," Mr. Phan Thai Binh emphasized.
