At this time, the People's Committee of Hoan Kiem Ward is urgently implementing a compensation and resettlement support plan for people subject to land acquisition for the square - park project east of Hoan Kiem Lake.
According to the latest information from Hoan Kiem ward, up to now, 15/17 organizations and 34/45 households have agreed with the compensation and resettlement support plan. In which, the People's Committee of the ward received the site of 7/17 organized at the addresses 22 Ly Thai To, 61 and 63 Dinh Tien Hoang.
The People's Committee of Hoan Kiem Ward has paid compensation and support to households and organizations under the project. At the same time, urgently coordinate with Yen Hoa Ward People's Committee, Viet Hung Ward People's Committee and Dong Anh Commune People's Committee to complete procedures related to land lease for power industry organizations and land allocation to households in the project.
Households eligible for compensation for residential land and no other housing in the ward will be resettled with land in Viet Hung New Urban Area (Viet Hung Ward), plot 5.B1-CT (Dong Anh Commune) or apartments in Thuong Thanh resettlement housing fund (Viet Hung Ward).
According to the reporter's investigation, the resettlement land area 5.B1-CT in Dong Anh commune has an area of about 20,760m2, located between planned routes from 17.5m to 40m wide. The land is adjacent to functional areas such as houses, trees, parking lots, vocational schools and public works.
This area includes 143 plots of land with an area of 80 to 180m2, mainly low-rise land (adside houses) with a maximum height of 5 floors, with a construction density of 74% - 100%.
According to the reporter's records on December 19, the resettlement area along Dong Hoi road has now been divided into lots. Currently, the traffic infrastructure around the land is complete.
The resettlement land is located near the Truong Sa road to Noi Bai airport, near the National Exhibition Center, Vinhomes Global Gate ecological metropolis... In addition, the land is also located in the urban area with a development orientation to the North of the Red River.
The expected land price is from 10 - 13 million VND/m2. Land use fees at resettlement land plots are calculated according to the Land Price List prescribed in Decision No. 71/2024/QD-UBND dated December 20, 2024 of the Hanoi People's Committee.
Details of the project phases of squares and parks in the East of Hoan Kiem Lake:
Phase 1:
- Compensation, support, and resettlement for land users within the land area of about 21,151m2 to implement the investment project to build the TOD area east of Hoan Kiem Lake; Total number of users: 59 land users, including 17 organizations (7 units and 10 other units of the electricity industry) and 42 households.
- Arrange, organize, and arrange the space of the square: level the ground, paving stones, trees, lawns, carpets, parking bays, etc. (according to the approved design plan). In which, the Department of Culture building, the Institute of Literature will be retained, the lighthouse will be relocated, and 2 architectural works of the Northern Power Corporation will be temporarily retained to study specific treatment options in phase 2 (phase 2); Research on the option of retaining the Artdeco style architectural works of Hoan Kiem Power Company, consider the option of opening the first floor...
- Invest in technical infrastructure systems: water supply and drainage, lighting, urban equipment supply (umsury, stone benches, WC...); Wifi system, security cameras;
Renovating and renovating some buildings to retain: Department of Culture building, Institute of Literature building...
- Moving underground and above-ground works (if any) and some other related items.
Phase 2:
Implemented through separate projects according to planning and architectural plans assessed and approved by competent authorities in accordance with regulations, with the orientation of the approved Planning as follows:
- Research on planning and organizing underground space in the area east of Hoan Kiem Lake (about 3 basements), connecting underground space of Station C9 - urban railway line No. 2, phase 1 (1.1) Nam Thang Long - Tran Hung Dao, with appropriate technical solutions for conservation works during the underground construction process; propose functions for underground space to ensure effective land use, meet the needs of the people (should study and propose the use of multiple functions: public, cultural, service, trade, infrastructure, etc.). )
