Recently, the public has paid special attention to information on compensation and resettlement support for people in the Hoan Kiem Lake area to serve the investment project to build a park and square east of Hoan Kiem Lake.
According to the reporter's investigation, from October to now, after inspecting land funds and resettlement housing funds, the Hoan Kiem Ward Infrastructure Investment Project Management Board (under the Hoan Kiem Ward People's Committee) has paid 2 compensation and support packages to 25 households within the project's site clearance scope.
According to the People's Committee of Hoan Kiem Ward, Hanoi City has applied a special compensation and support policy to ensure the progress of the Hoan Kiem Lake expansion project, while fully protecting the legitimate rights of people when moving to a new place.
Accordingly, eligible households will be allocated resettlement land in Dong Anh commune or Viet Hung ward; in addition, there is a plan to arrange apartments in the Thuong Thanh resettlement housing area.
The resettlement land in the Viet Hung New Urban Area consists of 149 adjacent lots with an area of 50 - 90m2/lot, allowed to be built with a maximum of 5 floors with a construction density of 85 to 91.6%.
According to the reporter's records on December 17, the resettlement area located in Viet Hung ward has now been divided into plots.
The land has an area of nearly 14,000m2, surrounded by existing residential areas. The land is located near Long Bien Park and the center of the old Long Bien District. Currently, the traffic infrastructure around the land is complete.
Land prices in this area range from 46.7 - 65.6 million VND/m2 depending on location.





Meanwhile, the Thuong Thanh resettlement area includes four buildings NO15A - DN2, NO15A - DN3, NO15B - DN1 and NO15B - DN2, including 7 floors above ground and one basement, with a total of 67 apartments with an area of 50 - nearly 90m2, expected selling price from 28.8 - over 33 million VND/m2.



Ms. Le Thanh Huong - Deputy Director of the Investment - Infrastructure Project Management Board of Hoan Kiem Ward People's Committee said that the site clearance work, as well as the construction investment plan are being implemented in parallel, the site clearance work is expected to be done until January 2026.
"If the people approve, we can issue a decision to support compensation for resettlement houses and a decision to collect land and receive the site.
If the people do not agree, we expect that we will not be able to receive the site and hand over the resettlement areas until April 2026. After that, the construction and renovation of the square space will be carried out" - Ms. Huong said.
Details of the project phases of squares and parks in the East of Hoan Kiem Lake:
Phase 1:
- Compensation, support, and resettlement for land users within the land area of about 21,151m2 to implement the investment project to build the TOD area east of Hoan Kiem Lake; Total number of users: 59 land users, including 17 organizations (7 units and 10 other units of the electricity industry) and 42 households.
- Arrange, organize, and arrange the space of the square: level the ground, paving stones, trees, lawns, carpets, parking bays, etc. (according to the approved design plan). In which, the Department of Culture building, the Institute of Literature will be retained, the lighthouse will be relocated, and 2 architectural works of the Northern Power Corporation will be temporarily retained to study specific treatment options in phase 2 (phase 2); Research on the option of retaining the Artdeco style architectural works of Hoan Kiem Power Company, consider the option of opening the first floor...
- Invest in technical infrastructure systems: water supply and drainage, lighting, urban equipment supply (umsury, stone benches, WC...); Wifi system, security cameras;
Renovating and renovating some buildings to retain: Department of Culture building, Institute of Literature building...
- Moving underground and above-ground works (if any) and some other related items.
Phase 2:
Implemented through separate projects according to planning and architectural plans assessed and approved by competent authorities in accordance with regulations, with the orientation of the approved Planning as follows:
- Research on planning and organizing underground space in the area east of Hoan Kiem Lake (about 3 basements), connecting underground space of Station C9 - urban railway line No. 2, phase 1 (1.1) Nam Thang Long - Tran Hung Dao, with appropriate technical solutions for conservation works during the underground construction process; propose functions for underground space to ensure effective land use, meet the needs of the people (should study and propose the use of multiple functions: public, cultural, service, trade, infrastructure, etc.). )
