Slow site clearance
The Dong Hoi City Central Railway Road and Overpass project is located in the old Bac Ly and Nam Ly wards, now Dong Hoi and Dong Thuan wards (Quang Tri province). The project is invested by the Provincial Department of Construction and assigned to the Traffic Construction Investment Project Management Board under the Department of Construction for management.
The project includes 2 bidding packages for road and bridge construction with a total length of 2.2km, with an initial total investment of 160 billion VND, expected to be completed in 2025. However, site clearance work faces many difficulties and obstacles. In November 2025, the project was adjusted to increase capital to 193.5 billion VND, extending the completion deadline to the third quarter of 2026.
The project is expected to solve traffic congestion in the urban center area, and at the same time create motivation for the development of urban space in the East and West of the North-South railway line. However, after more than 3 years of implementation, the project has not yet been completed according to the initial plan due to prolonged problems in compensation, support and site clearance.

According to the Traffic Construction Investment Project Management Board, the bridge section is basically completed, and the contractor is deploying the construction of access roads to the bridge. For the road section package, the longitudinal and horizontal drainage culvert systems have been basically completed, and construction units are focusing on treating the roadbed and foundation at locations where the site has been handed over.
The total value of construction and installation carried out to date reached more than 70 billion VND out of a total contract value of about 94.5 billion VND, equivalent to 74% of the volume.

Talking to Lao Dong Newspaper, Mr. Luong Son Bao - Head of Project Management Department 2, Traffic Construction Investment Project Management Board under Quang Tri Provincial Department of Construction said that thanks to the close coordination between departments, branches and localities, many site bottlenecks on the route have been removed.
At the handed-over locations, the investor is requesting contractors to mobilize maximum manpower and equipment to accelerate construction. However, on the entire route, there are still some locations facing local site clearance issues.
It is proposed that localities and relevant units continue to focus on thoroughly removing existing problems in June so that investors can complete the project in September" - Mr. Bao said.
Resolutely hold responsible units for delays
Faced with the risk of affecting the project progress, the People's Committee of Quang Tri province has repeatedly requested localities and relevant units to mobilize the entire political system to get involved to thoroughly handle the obstacles.
According to the latest report of the Provincial Land Fund Development Center, compensation, support and site clearance are being accelerated throughout the route. In Dong Hoi ward, the auxiliary fence area of the Provincial General Hospital is completing the compensation plan according to the appraisal opinions of specialized agencies. In the hospital collective housing area alone, there are 8 affected households, so far 4 households have been approved for compensation plans, and the remaining 4 households are being reviewed and handled for recommendations to complete dossiers.

In Dong Thuan ward, the locality has approved compensation plans for 21 cases of consensus. For cases where plans have not been agreed upon, the local government continues to organize dialogues, mobilize and coordinate with specialized agencies to resolve people's petitions.
According to Dong Thuan Ward People's Committee, some cases that have been stuck for many years have had positive changes. However, there are still shortcomings that have not been resolved. Up to now, the locality is still waiting for land price plans from specialized units to serve as a basis for preparing compensation plans according to regulations.
In order to ensure the project is completed on time as extended, the People's Committee of Quang Tri province has requested localities, land clearance consulting units and relevant agencies to absolutely not delay land clearance work.

The Provincial People's Committee also requested the Chairmen of the People's Committees of Dong Hoi and Dong Thuan wards, the Director of the Provincial Land Fund Development Center, and related organizations and individuals to be responsible to the Provincial People's Committee if there is a situation of slow site clearance, leading to projects not being completed on schedule, causing waste of public investment capital.
With not much time left, definitively handling the final bottlenecks in land is being considered a decisive factor for the Dong Hoi central railway overpass project to reach the finish line in the third quarter of 2026 as targeted.
