Dien Bien Provincial People's Committee has just approved the investment policy for the Yen Truong village social housing project, Thanh Yen commune, with a total capital of more than 301 billion VND.
The project is expected to provide 280 social housing units, contributing to supplementing the housing supply for low-income people in the area. This is the 2nd project approved.
A noteworthy point is that the social housing development project follows the model of individual, low-rise housing instead of high-rise apartment buildings. The land area expected to be deployed has an area of about 4.88ha in Yen Truong village.
280 social housing units are built on a land area of about 1.96ha. The houses are built rough, completed exterior, maximum height of 2 floors, maximum construction land area of 70m2/unit and maximum floor area of 140m2/unit.

In addition to the social housing fund, the project also has 36 commercial houses built in rough construction, completing the exterior on a land area of about 4,040.5m2.
The project has a operating term of 50 years. According to the plan, the project will be started and implemented from the third quarter of 2026 and completed and put into operation in March 2027.
Dien Bien Provincial People's Committee assigned specialized agencies to coordinate with Thanh Yen Commune People's Committee to guide investors to complete land procedures.


The locality is also assigned to carry out compensation, support, resettlement and site clearance, ensuring publicity, transparency, compliance with regulations and meeting project progress.
The project in Yen Truong village was approved in the context that Dien Bien is promoting the development of social housing funds.
Previously, in June 2026, the social housing project in Hoang Van Thai - Khe Chit Residential Area was started. Up to now, the contractor is focusing on constructing items.
According to the Housing Development Program for the period 2021-2030, vision to 2045, the province sets a target to develop about 20,000m2 of social housing floor space, equivalent to nearly 400 units in the period 2021-2025.
In the period 2026-2030, the locality plans to develop an additional 55,000m2 of floor space, equivalent to about 1,100 units.

Meanwhile, the social housing project in the new urban residential area north of Hoang Van Thai - Khe Chit street, Muong Thanh ward is also being accelerated.
Notably, Dien Bien has planned 12 land plots for social housing development with a total area of nearly 30ha. The land plots are mainly located in urban areas, where housing demand is high.
According to the plan, this land fund is capable of providing about 3,890 apartments. This is expected to be an important additional source, helping Dien Bien gradually expand the opportunity to access housing for low-income people and policy beneficiaries.
Thanh Yen commune was established on the basis of merging 3 communes Thanh Yen, Noong Luong and Pa Thom. With a natural area of about 13,009ha, the commune is located in the Southwest of Dien Bien province, about 14km from the provincial administrative center. Thanh Yen is bordered by Thanh Nua commune to the North, Sam Mun commune to the South, Muong Thanh ward and Thanh An commune to the East, and Lao PDR to the West.
