To control the market, Ninh Binh Provincial People's Committee assigned the Department of Construction to preside over and coordinate with departments, branches, sectors, People's Committees of districts, cities and related units to focus on removing difficulties and obstacles in legal issues and procedures for preparing investment in real estate and housing projects.
Further promote the implementation of land use rights auctions, bidding for projects using land, approval of investment policies, selection of project investors; determination of land prices, calculation of land use fees, land allocation, land lease; speed up and reform administrative procedures in the implementation of real estate and housing projects to increase supply to the market.
Advise the Provincial People's Committee on plans to promote and implement investment in the construction of social housing projects, promote the implementation of the project's objectives "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021 - 2030".
In addition, inspect and review real estate business activities of enterprises, investors, real estate trading floors, and real estate brokers in the locality; control the purchase and resale of real estate that has been exchanged many times, especially in areas, projects, and apartment buildings with unusual price increases; inspect, examine, and take measures to correct acts of price inflation, price manipulation, and speculation; handle violations of land laws, real estate business laws, and related laws (if any) within their authority.
Implement management and control of real estate price increases to ensure compliance with actual conditions of local areas, avoid negative impacts on local real estate investment and business activities to ensure housing for all citizens.
At the same time, there are measures to strictly manage the construction of houses for people in land use right business projects with technical infrastructure in the form of dividing plots and selling land according to the provisions of law, avoiding the situation where people leave land empty, carry out speculative acts, buy and sell by hand, "inflate prices" causing disturbances in real estate market information.
Organize the announcement and public disclosure of information on the real estate market to ensure transparency and prevent fraud, deception and scams in real estate business. Promote the dissemination, education and dissemination of laws and new policies related to land, housing and real estate business laws for relevant organizations and individuals, and at the same time, seriously and effectively implement legal regulations related to the real estate sector.
In addition, the Ninh Binh Provincial People's Committee assigned the Department of Natural Resources and Environment to preside over and coordinate with departments, branches, sectors, People's Committees of districts, cities and related units to review the organization of land use rights auctions, ensuring compliance with the law, publicity and transparency; promptly detect and strictly handle violations of legal regulations in land use rights auctions, prevent acts of taking advantage of land use rights auctions for profiteering, disrupting the market in particular and acts of violating land laws in general according to regulations.
