According to a report by the Ministry of Finance, to date, the whole country has completed step 1 of handling 25,885 houses and land facilities. Among the 11,396 redundant facilities that have been decided to be recovered and transferred to local management and handling, there are currently 5,065 facilities that have completed handling or been put into operation; and 6,331 facilities are continuing to complete handling plans.
Notably, 10 localities reported that they have completed the handling of redundant houses and land according to the set plan.
Ca Mau: Surplus land and houses converted into museums and schools
The People's Council of Ca Mau province has just issued a decision to transfer 309 redundant houses and land to agencies, units and localities for management, exploitation, and handling according to regulations.
In which, the Provincial Land Fund Development Center is assigned to manage, exploit and handle 90 houses and land facilities. The remaining 219 facilities are transferred to the People's Committees of communes and wards for management and use.
According to the approved plan, 72 facilities will be exploited according to the current status; the remaining 147 facilities will be converted to meet the actual needs in the locality. The relocation focuses on the goal of taking advantage of the existing land fund and headquarters after arranging administrative units, avoiding the situation of abandonment and degradation.
The province also transferred 18 house and land facilities transferred by the Ministry of Finance to the Provincial People's Committee for management to communes and wards for use. These facilities are mainly old treasury, tax, and statistics headquarters in many localities.
Many redundant housing and land facilities are oriented by the province to convert functions to serve people's livelihoods and community activities.
In which, the housing and land facilities of the Continuing Education and Career Guidance Center are proposed to be transferred to Kim Dong Primary School to expand the area and aim to meet national standards. The old headquarters of the Bac Lieu Provincial Industrial Park Project Management Board is also proposed to be transferred to Le Thi Rieng Primary School to serve a similar goal.
In the old Bac Lieu province, many large headquarters have also been arranged with new functions. The old Bac Lieu Provincial Party Committee headquarters is currently used as the Ca Mau Provincial Party Committee History Museum; the old Bac Lieu Provincial People's Committee headquarters has been converted into a Rice Museum.
Can Tho: Converting into a multi-level boarding school for disadvantaged students
Can Tho has approved a plan to handle 684 redundant houses and land facilities. Of which, 137 facilities are assigned to the Land Fund Development Center for management, 546 facilities are handed over to the People's Committees of communes and wards, and 1 facility is assigned to the Department of Finance for management.
The general orientation of the city is to prioritize converting functions to serve education, health, culture, sports and public works...
Mr. Le Thanh Tam - Director of Can Tho City Department of Finance - said that the biggest difficulty lies in the incompleteness of land and asset records. Many facilities have not clearly defined the area, boundaries, usage time as well as the remaining value of the project.
Up to now, the Department of Finance has only received handling plans from some communes and wards with about 25 houses and land facilities.
Mr. Huynh Vuong Quang - Deputy Chairman of the Inspection Committee of the Can Tho City Party Committee - said that many receiving units do not have effective exploitation projects; some facilities lack legal documents, have not determined the value of assets, and have arisen encroachment and disputes, so the handling is prolonged.
Some conversion options are being studied, notably the old Soc Trang Provincial Police headquarters area in Phu Loi ward. The Ministry of Public Security has surveyed this area to build an inter-level boarding general education school for disadvantaged students, especially children of Khmer people in the Mekong Delta region.
The project is about 15.5ha wide, with a total investment of more than 405 billion VND, including a working area, hall, barracks, kitchen and auxiliary items. After completion, the school will enroll and serve students in difficult areas.
At a meeting on handling, exploiting and using surplus public assets after arranging the organizational structure held on May 15, Mr. Le Quang Tung - Secretary of the Can Tho City Party Committee - said that the current public asset handling thinking must change towards being more proactive and flexible, instead of waiting for complete procedures to be implemented.
Quang Ngai: Limiting the construction of new headquarters
After the merger, the surplus house and land assets of the province are mainly concentrated in the Kon Tum city area (old), in western Quang Ngai province. According to a report by the Provincial Department of Finance, there are currently 570 house and land facilities in Kon Tum city (old), including 346 provincial-level facilities and 224 commune-level facilities.
To date, 326 houses and land facilities continue to be used, including 166 provincial-level facilities and 160 commune-level facilities; 102 facilities that are health stations have been transferred in their original state to the Commune-level People's Committee for continued management and use.
There are 142 redundant housing and land facilities, of which 33 facilities are being transferred, and 109 facilities are being transferred to localities for management and handling.
According to Mr. Nguyen Hoang Giang - Chairman of Quang Ngai Provincial People's Committee, it is necessary to exploit, handle and use redundant houses and land effectively; not to let damage and degradation occur, causing waste of public property.
The Chairman of Quang Ngai Provincial People's Committee requested to strictly implement the spirit of thrift, maximize the function of existing headquarters, and limit new construction. Heads of agencies, units, and localities will be responsible if delays occur or redundant houses and land are handled improperly.
The Ministry of Finance requests ministries, branches, and localities to accelerate the handling of redundant houses and land after arranging the organizational structure and administrative units.
Cases that have not had handling decisions must be completed before May 25, 2026; establishments that have had recovery or transfer decisions must complete handover and reception before May 30, 2026.
