Plan No. 03-KL/TW clearly states the serious, drastic, comprehensive, synchronous, and effective implementation of the goals, viewpoints, tasks, and solutions set out in Resolution No. 04-NQ/TW. Creating high unity in awareness, drastic action, promoting the role and responsibility of Party committees, Party organizations, agencies, units, localities, cadres, party members and people in preventing and combating TNLPTC.
Central Party committees, Party committees directly under the Central Government, provincial and city Party committees, based on Resolution No. 04-NQ/TW and the Politburo's Plan, based on the functions, tasks, authority and practical requirements of their agencies, units, and localities, proactively develop specific programs, projects, and plans to effectively implement the Resolution; clearly define specific tasks, clearly assign responsibilities to each Party committee and Party organization and implementation roadmap; regularly summarize, summarize, and evaluate implementation results.
The plan also clearly states the specific tasks of the Central Steering Committee for TNLPTC prevention and control; National Assembly Party Committee; Government Party Committee; Central Public Security Party Committee; Party Committee of the Supreme People's Procuracy; Party Committee of the Supreme People's Court; Central Internal Affairs Commission; Central Organization Commission; Central Inspection Committee.

Among the assigned tasks, the Government Party Committee directed to continue reviewing and having handling plans for each slow-progressing project, prolonged backlog, risk of loss and waste (completed in the second quarter of 2026), striving to finalize the handling and removal of difficulties and obstacles (completed in 2026); complete the handling, exploitation, and use of redundant land and housing facilities after arranging the apparatus (completed in the second quarter of 2026).
The Government Party Committee is also assigned to preside over and coordinate with relevant agencies to direct the construction and completion of the National Database on TNLPTC prevention and control and databases on asset and income control; land, planning; public finance, public assets; taxes, customs; accountability; appraisal, valuation; on citizen reception, handling, resolving complaints, denunciations, petitions, and reflections of citizens to ensure synchronization and interconnection (completed in the third quarter of 2027).
