Politburo Member, Prime Minister Le Minh Hung has just signed Official Dispatch No. 39/CD-TTg dated May 14, 2026 on accelerating the progress of exploitation and handling of redundant houses and land when implementing organizational structure arrangement and administrative unit arrangement at all levels.
The telegram clearly stated that to ensure the effective handling and exploitation of houses and land, avoiding the situation of houses and land being left vacant, not put into use and exploitation, after completing the handling and recovery, transferring them to local management and handling, the agency assigned to receive them must continue to handle step 2 to put houses and land into exploitation or thoroughly handle them.
According to the telegram, some ministries and central agencies have not yet completed the handling of redundant houses and land.
As of April 27, 2026, the number of housing and land facilities that need to be further processed in step 2 is still large (more than 6,000 facilities); therefore, to accelerate the processing and exploitation of surplus housing and land facilities after arranging the apparatus, ensuring progress, the Prime Minister requests:
The Minister and Heads of central agencies urgently issue sufficient documents under the authority of the Ministry and central agencies to implement legal documents in the field of management and use of public assets (documents decentralizing decision-making authority in the management and use of public assets; documents promulgating standards and norms for the use of working headquarters, non-business establishments, cars, machinery, specialized equipment, etc.); to be completed in May 2026.
The Minister of Health, the Minister of Education and Training review and fully issue documents detailing guidelines on standards and norms for the use of specialized public assets in the fields of health, education and training according to assigned functions and tasks; complete in May 2026.
Heads of Ministries and central agencies that have not completed the handling of surplus houses and land, direct the completion of the decision to handle surplus houses and land that have not been handled before May 25, 2026; organize the handling of surplus houses and land in accordance with regulations; directly lead and direct the management, exploitation, and handling of surplus houses and land within their management scope, not allowing damage, degradation, or waste.
Continue to review buildings and land facilities that continue to be used or are assigned or transferred to be working headquarters and non-business establishments to ensure compliance with standards and norms for using working headquarters and non-business establishments issued by agencies and competent persons.

Provincial Party Secretaries, City Party Secretaries, and Chairmen of People's Committees of provinces and cities lead and direct the urgent issuance of sufficient documents under the authority of the locality to implement legal documents in the field of management and use of public assets (documents promulgating standards and norms for the use of working headquarters, non-business establishments, cars, machinery, specialized equipment,...); to be completed in May 2026.
Directly lead and direct the management, exploitation, and handling of redundant houses and land within the management scope to ensure the completion of handling, exploitation, and use in the second quarter of 2026, without allowing damage, degradation, or waste.
