Coach Lee Carsley announced the England squad for FIFA Days in October with some notable names eliminated.
The "Three Lions" will have 2 matches in the UEFA Nations League, against Greece next Thursday, then Finland on Sunday.
In the list of players, Tottenham striker Dominic Solanke has been called up for the first time in 7 years.
Currently, he has only worn the national team jersey once in the friendly match against Brazil in 2017.
Regarding the decision to choose Solanke, Carsley said: "Dom is a player that I know well and have worked with. He was really close to being in the last squad - but was injured right before being called up.
He played very well at Bournemouth and brought that form to Spurs. I like the qualities he has, an extremely talented player and it's great that we have him."
Solanke himself was delighted, writing on Instagram: "It's been a long time. It is a great pleasure to be called up to represent the country once again".
Meanwhile, Manchester City right-back Kyle Walker has been called back after being left out by Carsley for September matches.
Carsley continues to select players who have worked with him at the U21 level such as Levi Colwill, Angel Gomes, Morgan Gibbs-White and Noni Madueke.
Among the notable absentees is Manchester United's Harry Maguire. The centre-back has struggled with a calf injury and did not feature in the Red Devils' 3-0 defeat to Tottenham on Sunday.
However, Maguire scored again after being left out of the squad, helping Man United draw 3-3 at Porto in the Europa League.
Spurs midfielder James Maddison, Crystal Palace's Eberechi Eze and West Ham winger Jarrod Bowen are not in the squad. Ivan Toney has also not received any calls after moving from Brentford to Al-Ahli in Saudi Arabia.
Tino Livramento was called up in September but was left out after not playing in the two wins over Ireland and Finland.
Aston Villa's key factor is Morgan Rogers, who has worked very hard to get a place in the England squad but will have to wait for his first call-up.
Regarding the absentees, Carsley said "it is important not to just copy and paste" from his previous squad and that all the players left out have a reason.
He added: "There are a lot of players who are very close to this squad. With the talent we have, it will be quite easy to make a list of 40 players.
The challenge is to ensure that we select a competitive squad that can win both matches."
