Currently, many parents have a need for their children to review to participate in online competitions such as the VioEdu Math arena, and he was invited by a tutoring business to cooperate in teaching VioEdu review for students from grades 1 to 9.
Mr. Cuong asked, is it okay for you to participate in teaching the Vioedu Math review class at a business establishment (registered as a business household with industry code 8559)? Is your case violating Circular No. 29/2024/TT-BGDĐT on tutoring outside the school? Are your full-time students participating in Vioedu review, can you directly teach those students?
Regarding this issue, the Ministry of Education and Training answers as follows:
According to the provisions of Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Minister of Education and Training, amended and supplemented by Circular No. 19/2026/TT-BGDDT dated March 31, 2026, first of all, it is necessary to base on the content and nature of VioEdu review activities to determine whether they belong to the concept of " tutoring and extra classes" and the scope of regulation of the Circular or not.
In case VioEdu review activities are within the scope of regulation of the Circular, the organization and participation in teaching, including teaching students who are being taught officially by teachers, must be implemented according to the provisions of the Circular.
In case it is not within the scope of regulation, it shall be implemented according to relevant legal regulations.
