High-class residential area deserted
According to records of Lao Dong Newspaper reporters at the beginning of September 2026, right in the center of Buu Long ward, former Bien Hoa city (now Tran Bien ward, Dong Nai city), there are a series of abandoned townhouses and villas, overgrown with weeds, and sparsely populated.

Although many villas and townhouses are built high-class, spacious and beautiful, residents in many areas only have a few households coming to live. Among them, there is a building that has completed the rough construction but is surrounded by corrugated iron outside, and no construction activities are seen here.
Right from Huynh Van Nghe street leading to the main road to the front of the residential area project with commercial services, high-class housing and resettlement in Buu Long ward, many villas and townhouses are abandoned, gate locks are rusty, grass grows tall and no one cleans them, many villas are being advertised for sale.
Limitations on bidding to select investors and investors
At the end of July 2026, the Inspectorate of Dong Nai City concluded on the Residential Area Project with commercial services, high-class housing and resettlement in Buu Long ward, Bien Hoa City (now Tran Bien ward, Dong Nai City) invested by Dong Nai Housing Business Joint Stock Company.
Accordingly, the project has been temporarily suspended and cannot be continued due to limitations in bidding to select project investors and bidding to select project investors.

The project has a population scale of about 7,300 - 7,500 people, according to the investment project proposal, the products are villa houses (150 plots), terraced houses with gardens (174 plots), terraced houses (shophouses, 51 plots), terraced resettlement land (512 plots), social housing (505 plots), kindergarten (7,314.5 m2), primary school (12,100.9m2), urban services).
The total land area for the project is about 49.63 ha; investment capital is more than 834 billion VND. The origin of the land is used by households, individuals, and organizations.
To date, the project is still in progress. The investor has built 469 completed rough houses on the outside including: 360 townhouses, 31 garden townhouses, 56 villas, 22 shophouses.
According to the conclusion of the Inspectorate of Dong Nai City, although the project was allocated land and is in the implementation phase, it has not been completed, so there is not enough basis to assess the effectiveness according to the project's objectives; slow project implementation and prolongation may lead to reduced land use efficiency and waste of land resources.
Also according to the inspection conclusion, the main violation in project implementation is that the advisory agency, based on inappropriate regulations, did not advise on the implementation of bidding to select investors and bidding to select investors.
