Starting from January 1, 2026, the Law on Teachers officially takes effect.
This Law stipulates professional activities, rights and obligations of teachers; titles and professional standards of teachers; recruitment and use of teachers; salary and treatment policies for teachers; international training, fostering and cooperation for teachers; honoring, rewarding and handling violations of teachers; teacher management.
According to Clause 1, Article 29 of the Law on Teachers, teacher training and fostering programs include:
a) Training to meet standard qualifications; training to improve qualifications;
b) Training according to professional standards;
c) Training according to standards, titles, leadership and management positions;
d) Regular maintenance.
Regarding the responsibilities and rights of teachers when participating in training and fostering, Article 30 of the Law on Teachers clearly states:
1. Responsibilities of teachers when participating in training and fostering include:
a) Fully participate and complete the training and fostering program;
b) Comply with the rules and regulations of the training and fostering institution;
c) Having a sense of self-study, lifelong learning, and continuous career development;
d) Participating in giving opinions on the content of the program and the organization of training and fostering;
d) Apply training and fostering results to the professional activities of teachers.
2. The rights of teachers when participating in training and fostering include:
a) Being given conditions in terms of time to participate in training and fostering. The time spent participating in training and fostering according to the program prescribed in Clause 1, Article 29 of this Law is included in the continuous working time of teachers;
b) Receive financial support when sent to participate in a training and development program as prescribed in Clause 1, Article 29 of this Law.
