Proposal to improve the standards for evaluators to standardize national vocational skills

Many opinions suggest that it is necessary to standardize the standards and certificates of national vocational skills assessment officers, in order to improve quality and ensure consistency.

The Ministry of Education and Training (MOET) publishes a summary, explanation, reception, and comments of agencies, organizations, and individuals on the draft Decree of the Government detailing a number of articles of the Employment Law on professional skills development for comments.

In which, Article 11 of the draft Decree stipulates the standards for national vocational skills assessment officers as follows:

1. A national vocational skills assessment officer is a person with full civil conduct capacity, completing a training course on professional skills assessment and meeting the standards for professional qualifications or professional practice capacity.

2. Minister of the Leading Agency for drafting regulations detailing standards on professional qualifications, professional practice capacity standards of appraisers for each national vocational skill level of each profession; the compilation of programs, documents and organization of professional training to assess national vocational skills.

Contributing opinions on the national vocational skills assessment standards, Quang Ninh Department of Education and Training proposed that the Ministry of Education and Training supplement regulations on professional certificates for national vocational skills assessment, issued by the Ministry of Education and Training, with national value and updated periodically every 05 years.

Quang Ninh Department of Education and Training said that there is currently no unified regulation on recognition and retraining of professional skills assessment staff. Accordingly, Quang Ninh Department of Education and Training believes that the issuance of unified certificates will help form a team of professional assessment staff, meeting the requirements of integration and standardization of the national professional skills assessment system.

Ho Chi Minh City University of Technology and Education also proposed that the draft Decree should have detailed guidance on evaluator standards. The educational institution said that this ensures the quality of evaluators in the implementation process.

Meanwhile, the Da Nang Department of Education and Training believes that the draft stipulates that evaluators need to have civil conduct capacity, complete professional training courses and meet professional standards. However, it has not mentioned the criteria for work experience and professional ethics.

Accordingly, Da Nang Department of Education and Training proposed to add the following points:

- Having a corresponding vocational skill certificate or a suitable degree;

- Have 3-5 years of experience working or teaching in the profession;

- Having professional ethical qualities, not violating discipline or law.

In addition, the Da Nang Department of Education and Training also proposed that the Ministry of Education and Training soon issue a program to train evaluators and recognize previously issued evaluator cards to ensure timely resources.

The summary, explanation, receipt, and comments of agencies, organizations, and individuals on the draft Decree of the Government detailing a number of articles of the Employment Law on professional skills development will be consulted until the end of January 26, 2026.
