The Ministry of Education and Training (MOET) publishes a summary, explanation, reception, and comments of agencies, organizations, and individuals on the draft Decree of the Government detailing a number of articles of the Employment Law on professional skills development for comments.
In which, Article 10 of the draft Decree stipulates the conditions for issuing certificates of professional skills assessment activities nationwide as follows:
1. Be one of the following organizations when they have sufficient capacity to perform professional skills assessment activities for each registered profession:
a) Vocational education institutions, higher education institutions that have been licensed by competent authorities to operate vocational education or higher education for industries and occupations registered for evaluation and have been recognized as meeting quality accreditation standards for vocational education institutions or higher education institutions.
b) Other organizations with facilities, equipment, tools, operating tools and means of measuring and checking according to national professional skills standards.
2. There are at least 03 people working officially at the organization meeting the national professional skills assessment standards as prescribed in Article 15 of this Decree.
Contributing to the conditions for issuing certificates of national vocational skills assessment activities, Ha Tinh Department of Education and Training said that the draft stipulates that organizations granted certificates are vocational education institutions or quality-accredited higher education institutions.
However, the Ha Tinh Department of Education and Training believes that 100% autonomous secondary schools face difficulties when investing in facilities meeting national standards because they are not supported by the state budget.
Accordingly, the Ha Tinh Department of Education and Training proposed that the Decree should supplement a clause allowing the use of facilities and equipment shared with affiliated enterprises or regional assessment centers to meet the requirements for assessment organization conditions.
At the same time, there should be preferential support or loan policies for schools to self-invest in equipment and upgrade practice rooms to meet vocational skill standards. Ha Tinh Department of Education and Training also proposed a Decree that should allow schools that meet quality accreditation standards to prioritize issuing licenses to organize on-the-spot national vocational skill assessment.
Meanwhile, the Da Nang Department of Education and Training said that Clause 1 stipulates that vocational education or university institutions must have quality accreditation to be eligible for a certificate of vocational skills assessment. However, the Da Nang Department of Education and Training believes that currently many institutions, although capable, have not completed accreditation.
Accordingly, the Da Nang Department of Education and Training proposed to supplement the transition roadmap, allowing these units to register for assessment if they meet other conditions and complete accreditation within a certain period.
The summary, explanation, receipt, and comments of agencies, organizations, and individuals on the draft Decree of the Government detailing a number of articles of the Employment Law on professional skills development will be consulted until the end of January 26, 2026.
