The Ministry of Education and Training (MOET) publishes a summary, explanation, reception, and comments of agencies, organizations, and individuals on the draft Decree of the Government detailing a number of articles of the Employment Law on professional skills development for comments.
In which, Article 9 of the draft Decree stipulates the development, appraisal, and promulgation of national occupational skill standards as follows:
1. Minister of the drafting agency decides on the list of occupations that need to build national occupational skill standards annually, 05 years.
2. For occupations belonging to the list of occupations and jobs that require a national vocational skill certificate, the drafting agency shall preside over the organization of the development, appraisal, and promulgation of national vocational skill standards for each occupation.
3. For other occupations, ministries, branches, businesses, associations, and educational institutions shall organize the development of national vocational skill standards and propose them to the Ministry of Education and Training for appraisal and promulgation.
4. The development of national vocational skill standards for each profession must ensure the participation of relevant ministries and sectors through the Vocational Skills Council mechanism.
5. The drafting agency regulates the process and procedures for building, updating, appraising and announcing national occupational skill standards; the establishment of the Vocational Skills Council; guiding the use and application of national occupational skill standards.
Contributing opinions on participating in building professional skills standards, Da Nang College of Economics and Planning proposed to allow professional associations and large enterprises to participate in building professional skills standards, submitting them to the Ministry of Education and Training for appraisal and promulgation. At the same time, update at least every 5 years or when technology changes ≥20% of the production process.
Ho Chi Minh City University of Technology and Education proposes to add a mechanism to mobilize experts from technical higher education institutions and businesses to participate in building standards.
Explaining the proposed content, Ho Chi Minh City University of Technology and Education believes that this ensures updates, transparency, and suitability with technological changes. At the same time, it ensures updates and suitability with the market.
Meanwhile, the University of Electricity proposed to supplement regulations that the development of national occupational skill standards must have representatives of enterprises participating in the Appraisal Council.
At the same time, it is necessary to specify the process of promulgation, effectiveness and updating standards according to a cycle of 2-3 years/time, avoiding backwardness.
Educational institutions also proposed expanding the concept of standards to digital skills, green skills, and adaptability skills to artificial intelligence (AI).
