Draft Circular regulating the Vocational Standards of Preschool Teachers stipulates the standards on professional competence of senior preschool teachers.

The Ministry of Education and Training (MOET) has announced a draft Circular regulating the Vocational Standards of Preschool Teachers to collect comments.

This Circular stipulates the professional standards of preschool teachers according to each title, including: Duties; standards on professional ethics; standards on training and fostering qualifications; standards on professional competence and skills.

In particular, Clause 2, Article 7 of the draft Circular stipulates standards on professional competence and skills for senior preschool teachers. Specifically as follows:

2. Standards on professional competence and skills:

a) Capacity to nurture, care for, and ensure safety for children:

- nurturing and caring for children: Design and implement personalized care and nurturing plans for each child, including children with special needs; guide colleagues in nurturing, caring for and ensuring safety for children; proactively coordinate with experts, medical facilities, nutrition to improve the quality of nurturing and caring; demonstrate exemplary, creative and leading roles in innovating nurturing and caring for children;

- Ensure safety for children: Organize training activities, share experiences in handling situations with high risks of unsafety for colleagues.

b) Educational capacity:

- Develop an educational plan: Develop, adjust and implement an educational plan based on the application and development of the goals and contents of the preschool education program in accordance with innovation trends and practical context. The instructions were implemented by colleagues.

- Organize educational activities: Create and innovate forms of educational activities; guide colleagues in implementation.

- Assessing children's development: Developing unique tools and initiatives to assess children's development; supporting implementation by colleagues.

- Building an educational environment: Building models and orientations to improve the educational environment; supporting colleagues to spread and replicate the model.

c) Communication and cooperation capacity:

- Communicate with children: Create a positive communication environment, develop language and social emotions for children; advise and support colleagues to improve communication skills with children.

- Communicate and cooperate with colleagues: Be a connector, promote the spirit of cooperation, trust and participate in building a culture of active learning in school.

- Communicate and cooperate with young parents and the community: Build an effective connection model between schools, families, and society; effectively resolve sensitive situations with young parents. Guiding and supporting colleagues in organizing coordination activities between families and schools; Building and coordinating school - family - social linkage activities; representing schools to participate in educational cooperation programs on a larger scale.

d) Foreign language/national language proficiency, digital proficiency:

- Have the ability to use a foreign language or use an ethnic minority language according to job requirements.

- Meet the requirements for digital capacity at the level of proficiency according to the digital capacity framework for preschool teachers as prescribed by the Ministry of Education and Training.

d) Self-study and career development capacity:

- Actively and proactively share experiences, guide and support colleagues, parents and caregivers of children and the community in raising, caring for and educating children; be able to perform the duties of a core teacher;

- Be recognized as a grassroots emulation fighter or excellent teacher from the commune level or higher or receive a certificate of merit or certificate of merit from the provincial level or higher.

e) Main preschool teachers are registered and considered for promotion to the title of senior preschool teacher when meeting the professional standards of senior preschool teachers prescribed in this Article and must have held the title of senior preschool teacher for 09 (nine) years or equivalent or more, of which at least 01 year (full 12 months) is considered for promotion to hold the title of senior preschool teacher as of the date of expiration of the application for registration for promotion.
