The Ministry of Education and Training (MOET) has announced a draft Circular regulating the Vocational Standards of Preschool Teachers to collect comments.
This Circular stipulates the professional standards of preschool teachers according to each title, including: tasks; standards on professional ethics; standards on training and fostering qualifications; standards on professional competence and skills.
In particular, Clause 2, Article 6 of the draft Circular stipulates standards on professional competence and skills for preschool teachers. Specifically as follows:
a) The ability to nurture, care for, and ensure safety for children
- nurturing and caring for children: Organize and adjust a scientific lifestyle, suitable for children's age and development needs; effectively coordinate with parents in taking care of children's nutrition, health and developing self-service habits; flexibly handling common emergency situations; be patient, dedicated and know how to encourage children to form good habits.
- Ensuring children's safety: Predict and prevent unsafe risks to children in all situations.
b) Children's education capacity
- Develop and implement an educational plan: Develop and implement an educational plan based on flexible application, specifying the goals and content of the preschool education program according to the characteristics of each group/age.
- Organize educational activities: Coordinate many methods and forms suitable for each young individual; Proactively adjust the content and methods to suit the characteristics of each group/class.
- Assessing children's development: Flexibly apply assessment methods suitable for each child, analyze the results to adjust the education plan.
- Building an educational environment: Design an open and rich educational environment, stimulating children to experience and explore.
c) Communication and cooperation capacity
- Communicate with children: Flexibly adjust communication skills according to each child's personal characteristics; handle difficult communication situations. Encourage children to express their emotions and express themselves.
- Communicate and cooperate with colleagues: Proactively share and support colleagues in work; effectively coordinate in organizing educational activities.
- Communicate and cooperate with young parents and the community: Create trust and cooperation relationships with parents; effectively discuss child development; advise young parents on raising, caring for, and educating children; Proactively coordinate with the community in some educational activities; know how to use social resources.
d) Foreign language/national language proficiency, digital proficiency
- Use a foreign language (priority English) or ethnic language according to job requirements.
- Meet the requirements for digital capacity at the level of proficiency according to the digital capacity framework for preschool teachers as prescribed by the Ministry of Education and Training.
d) Self-study and career development capacity
- Research documents yourself, learn experiences, and improve teaching lessons. Having initiatives and experience in effective application in schools.
- Be recognized as a grassroots emulation fighter or an excellent teacher at school level or higher or receive a certificate of merit or certificate of merit from the commune level or higher.
e) Preschool teachers are registered and considered for promotion to the title of preschool teacher when meeting the professional standards of preschool teachers as prescribed in this Article and must have held the title of preschool teacher for 03 (three) years or equivalent or more, of which at least 01 year (full 12 months) is considered for promotion to hold the title of preschool teacher as of the deadline for submitting the application for registration for promotion.
