The Ministry of Education and Training (MOET) has just announced a draft Circular regulating the authority to recruit teachers to collect public comments.
According to the draft, this Circular stipulates the authority to recruit teachers in public educational institutions and guides the determination of educational institutions that are eligible for teacher recruitment. The subjects of application include Chairmen of People's Committees at all levels, Departments of Education and Training, public educational institutions (preschool, general education, continuing education, vocational education, university admission) and related organizations and individuals.
In particular, the conditions for educational institutions to be decentralized for recruitment are clearly stipulated in Article 6 as follows:
Educational institutions are determined to meet the conditions for teacher recruitment if they simultaneously meet the following conditions:
1. Regarding the teaching staff:
a) Each subject that needs recruitment must ensure that there are at least 02 teachers teaching that subject and not within the disciplinary period or undergoing disciplinary action.
In which, there must be at least 01 teacher holding the title of main teacher or a main lecturer who has participated in the excellent teacher exam from school level or higher or has participated in the teacher recruitment exam for the subject that requires teacher recruitment;
b) In case of organizing a foreign language exam, it is necessary to ensure that there are at least 02 teachers holding the title of main teacher or a senior lecturer or more who are teaching foreign languages that the educational institution organizes the exam; have participated in the exam for excellent teachers from the school level or higher or have participated in the exam for recruiting teachers for foreign languages organized by the exam and are not subject to disciplinary action or are subject to disciplinary action.
c) Having a minimum number of people to establish a Recruitment Council as prescribed by law.
2. Regarding facilities and equipment:
a) Must ensure adequate facilities and equipment to meet recruitment requirements; quarantine areas must ensure facilities and equipment conditions, ensure absolute safety and security for the Examination Board and the Working Board;
b) In case the exam is organized on a computer, it is necessary to ensure sufficient number of computers for all candidates participating in the exam and sufficient number of machines for 01 reserve exam room.
The Circular regulating the authority to recruit teachers is expected to take effect from January 1, 2026.
