The Ministry of Education and Training is urgently developing and completing a draft Decree regulating salary, allowance, support and attraction policies for teachers to ensure synchronous effectiveness when the 2025 Teachers' Law takes effect from January 1, 2026.
Currently, Section IV of Circular 33/2005/TT-BGDDT stipulates the position allowance coefficient for Principals and Vice Principals of colleges as follows:
- Principal:
+ Grade I school: 0.90
+ Grade II School: 0.80
- Vice Principal:
+ Grade I school: 0.70
+ Grade II School: 0.60

Article 7 of the Draft Decree on salary policy, allowance regime, support and attraction policies for teachers stipulates the position allowance coefficient for Principals and Vice Principals of colleges as follows:
- Principal: 0.90
- Vice Principal: 0.70

Thus, if this draft is approved in 2026, Principals in Grade I and II colleges will be collected to receive the same position allowance and Vice Principals in Grade I and II colleges will be collected to receive the same position allowance.
In addition to preferential allowances, Article 9 of the Draft Decree stipulates that teachers are entitled to other allowances:
1. The seniority allowance regime exceeds the framework, work responsibility allowance, regional allowance, mobile allowance, work allowance in particularly difficult areas, toxic allowance, and danger allowance are implemented according to current regulations of law.
2. Teachers are entitled to seniority allowances according to Government regulations until the new salary policy is implemented.
3. Job responsibility allowance:
a) In addition to beneficiaries according to current legal regulations, the following cases are entitled to work responsibility allowances:
- Teachers who are assigned to perform the tasks of core teachers for 15 days/month are entitled to a responsibility allowance for that month; teachers who are assigned to be professional team leaders or department heads or team leaders of student management teams or team leaders of student counseling groups at educational institutions are entitled to a work responsibility allowance of 0.3 compared to the basic salary;
- Teachers of ethnic minority languages in general education institutions and continuing education centers if they ensure the number of teaching hours according to the norm, including the number of ethnic minority language teaching periods of 04 hours/week or more for teachers; from 02 hours/week of ethnic minority language teaching or more for principals, deputy principals and equivalent are entitled to a work responsibility allowance equal to 0.3 compared to the basic salary;
- Teachers assigned to provide student counseling at educational institutions; teachers working as deputy heads of professional groups or deputy heads of departments at educational institutions are entitled to a work responsibility allowance of 0.2 compared to the basic salary;
b) In case a teacher is appointed as a professional group leader or department group leader at a specialized school, he/she is entitled to both the responsibility allowance for working at a specialized school and the responsibility allowance for the professional group leader or department group leader as prescribed in this point.
4. Mobile allowance:
In addition to the beneficiaries according to current legal regulations, the following cases are entitled to mobile allowances: teachers are seconded, strengthened, or teach inter-schools; teachers have to move to teach at school locations in villages, hamlets, and hamlets.
