The Government has just issued Resolution No. 281/NQ-CP promulgating the Action Program to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development (Project).
The notable content included in the Action Program is the implementation of orientation on textbooks.
Review the completion of general education programs, increase the duration of science, technology, and IT subjects. Ensure the provision of a unified set of textbooks nationwide from the 2026-2027 school year; implement a roadmap to 2030 to provide free textbooks to all students.
Continue to innovate inspection and assessment methods, ensure honest assessment of learning and teaching outcomes, overcome the widespread situation of extra teaching and learning. Amend the model of specialized schools, gifted schools, enhance teaching and learning foreign languages, gradually making English the second language in schools, teaching languages of neighboring countries.
The action program also outlines the task of raising awareness, innovating thinking and action, and identifying strong political determination to develop education and training. Strongly innovate institutions, create specific and outstanding mechanisms and policies for the development of education and training.
For the task of focusing on building a team of teachers and facilities for standard schools, improving the quality of preschool and general education, the Government assigned the Ministry of Education and Training to preside over and coordinate with relevant ministries and agencies to develop a project to build boarding and semi-boarding schools for high school students in remote, isolated, border and island areas in the period of 2025-2030, with a vision to 2035.
Develop a project to strengthen the teaching and learning of foreign languages in the 2026-2030 period with a vision to 2035; develop a project to gradually make English the second language in schools. Completion time is in 2025.
The Ministry of Education and Training shall preside over and coordinate with relevant ministries and agencies to develop a Project on language teaching in neighboring countries; develop a Project on training and fostering teachers, lecturers, and cadres managing national defense and security education. Completion time is in 2026.
The Ministry of Education and Training shall preside over and coordinate with relevant ministries and agencies to develop a Decree regulating specific and outstanding mechanisms and policies to promote the development of education in disadvantaged areas, ensuring that all children of all ages can go to school and study until high school and equivalent. Completion time is in 2028.
