Resolution 71 of the Politburo on breakthroughs in education and training development was issued on August 22. In particular, the Politburo requested to review and evaluate the implementation of the General Education Program; ensure the provision of a unified set of textbooks nationwide, striving to provide free textbooks to all students by 2030.
Previously, Resolution 88/2014/QH13 of the National Assembly on innovating general education textbooks and programs focused on one program, many sets of books and socializing textbook compilation, removing exclusive publishing rights. This is to mobilize social resources, contribute to improving the quality of SGK, fight monopoly in this field and in line with international trends. This is also in line with the orientation of building an open education, "diversifying learning materials" in Resolution 29 of the Central Executive Committee on fundamental and comprehensive innovation of education and training.
In which, the Ministry of Education and Training (MOET) was assigned to organize the compilation of a ministry with a budget of 16 million USD from the World Bank's loan capital.
After a period of implementation, Resolution 88 has not yet been achieved in the perspective that the Ministry of Education and Training has not yet organized a SGK for many reasons. The National Assembly then agreed that if each subject has at least one set of textbooks that have been appraised and approved, the budget will not be used to compile the textbooks for that subject.

From the 2020 - 2021 school year, the 2018 General Education Program (GDPT) was first implemented for grade 1 and implemented "sharing".
The 2018 General Education Program has been applied for 5 years and currently, all high school students have used new textbooks. Currently, there are three sets of textbooks under the new curriculum chosen by schools for teaching.
Depending on actual conditions and needs, schools can choose books to teach. With about 20 million students, 12 classes, hundreds of millions of books have been published.
