The labor market in October 2025 will be vibrant again, driven by production and business demand in preparation for the peak season at the end of the year. Sectors with strong recruitment demand include trade - services (up 5%) and construction (up 4%). In particular, trade - services have led the market with the strongest expected growth in human resource demand, especially in the retail, logistics and marketing sectors.

Currently, the labor force participation rate in the capital is 63-65%, showing a high level of willingness to work among working-age people. According to a survey by the Hanoi Employment Service Center, in Hanoi, the population aged 15 and over will increase from 6.07 million in 2019 to 6.51 million in 2024; the labor force will increase from 4.12 million in 2019 to 4.15 million in 2024, estimated at 4.2 million in 2025.
The Hanoi Employment Service Center analyzed that the growth rate of gross regional domestic product (GRDP) of Hanoi City has shown the ability to recover strongly after the period affected by the COVID-19 pandemic.
In 2022, GRDP grew at 8.89%. Despite the common difficulties of the global economy, in 2023, the capital's economy will still maintain a good growth momentum, reaching 6.27%, and will continue to be stable in 2024 with an increase of 6.52%. This growth, when analyzed more deeply in structure, shows an increasingly clear leading role of the service sector.
Industries such as trade, tourism, transportation, and especially financial services and information technology have become the main driving force, contributing greatly to the overall growth rate. The recovery and growth process based on the service sector has created a huge attraction for labor in corresponding industries, reshaping the working structure of the capital. However, the advantage of working in many service segments is the high flexibility, requiring communication skills and digital skills, but at the same time, there is also the potential for instability and a higher labor turnover rate than in traditional industrial production areas.
The ambitious growth targets for the coming period, with GRDP expected to increase by 8-8.5% in 2025 and towards 11% in the 2026-2030 period, show strong determination to promote economic development, while creating pressure and high demand for upgrading both the scale and quality of the workforce.
In addition, Hanoi is continuously one of the leading localities in the country in attracting foreign direct investment (FDI). In 2021, the total registered capital of newly established FDI projects, additional capital increase and share purchase reached 1.5 billion USD. By 2024, the city has attracted more than 2.1 billion USD in FDI capital.
