According to the Vietnam General Confederation of Labor (VGCL), with the attention and direction of the Party and State, the effective coordination of central departments, ministries, branches, unions, party committees at all levels, authorities, people's unions, the business community and the whole society, the work of caring for the welfare of union members and workers of the Trade Union organization has achieved many important results, increasingly demonstrating the role of the Trade Union organization in caring for welfare;
Many practical and effective care models, bearing the mark of the Trade Union organization such as: "Tet Sum Vay", "Worker's Month", "Tet Union Market", "Trade Union Shelter", "Trade Union Bus", "Trade Union Train", "Love Ticket", activities to support, visit and give gifts to union members and workers in difficult circumstances, affected by the COVID-19 pandemic, when businesses have cut or reduced orders..., have actively contributed to the development and recovery of the economy and society, improving the material and spiritual life of union members and workers.
In addition to the achieved results, the welfare care work of the Trade Union organization still has some shortcomings and limitations such as the number of union members and employees receiving welfare care has not reached the desired level; activities participating in implementing democracy at the grassroots level, dialogue, collective bargaining, and cooperation agreements have not brought many practical benefits; welfare from the material facilities of the Trade Union organization is small in quantity, not rich in form and incentives; communication activities are not diverse, not really suitable; inspection and supervision of welfare care is not regular, and is small in quantity.
Taking care of welfare for employees in a synchronous, stable and long-term manner
In the coming time, the international and domestic context with intertwined difficulties, challenges, opportunities, and advantages... the desire of the Union and employees is to stabilize jobs, wages, income, safe working conditions, improve material and spiritual life, and enjoy more welfare policies from the state, society, enterprises, and trade unions.
The goal of the new Resolution issued by the Vietnam General Confederation of Labor is to build a policy system, focus resources of the Trade Union organization to care for welfare in a synchronous, stable, and long-term direction; mobilize social resources, contribute to improving the material and spiritual life of Union members and workers, build a modern and strong working class. Create a close and sustainable connection between Union members and workers with the Trade Union organization, attract a large number of workers to join the Vietnam Trade Union, build a strong and comprehensive Vietnam Trade Union.
The Resolution sets the main targets by 2030 that 100% of union members are fully informed about the policies and welfare programs of the Trade Union organization.
100% of employees are visited, encouraged, and given gifts when facing difficult circumstances, and benefit from welfare policies and programs organized by the Trade Union or jointly organized by the Trade Union.
100% of provincial and municipal Labor Federations, Central and equivalent Industry Trade Unions, Corporation Trade Unions under the Vietnam General Confederation of Labor and over 50% of trade unions at the grassroots level directly organize "Tet Sum Vay", "Worker's Month", "Trade Union Tet Market" in appropriate forms.
Strive to spend at least 60% of total expenditure from trade union financial resources on welfare activities for union members and employees.
100% of full-time union officials at grassroots level trade unions assigned to take care of welfare are trained in knowledge and skills to perform welfare care tasks.
Strive for over 80% of dialogues to have content on welfare better than the law's regulations; at least 50% of collective labor agreements signed or participated in by the Trade Union are classified as having quality of type B or higher.
Vision to 2045: The system of policies and resources of the Trade Union organization to care for welfare is built and developed comprehensively, covering 100% of the union members, meeting most of the basic needs of the union members and workers, becoming part of the social security system, contributing to the implementation of the goal of national development and building comprehensive Vietnamese people according to the orientation, goals and directions of the Party and State.
To achieve the above objectives, the Vietnam General Confederation of Labor will continue to proactively advise the Party and the State to develop and perfect policies and laws related to welfare care for union members and workers; allocate sufficient resources to ensure effective implementation of welfare care for union members and workers; develop and implement stable, long-term policies to care for union members and workers' welfare; implement diverse and effective welfare care activities for union members and workers; promote communication work to effectively serve the welfare care work for union members and workers; strengthen inspection and supervision of welfare care activities for union members and workers...
